is not an RFP and constitutes only a sources sought for a potential
Dept. of the Navy contract. SPAWAR Systems Center, San Diego (SSC SD)
is seeking out 8(a) firms and small business (SB) firms with current
relevant knowledge, experience and capability to perform a contract to
provide engineering and technical support services for the Global
Command and Control System-Maritime (GCCS-M) which includes the former
Navy Tactical Command System-Afloat (NTCS-A), the Shipboard
Non-Tactical ADP Program (SNAP III) equipment, and experimental command
and control systems technology demonstration efforts such as Advanced
Concept Site (ACS), Fleet Battle Experiments (FBE), and Extended
Littoral Battlefield (ELB). Respondents must be knowledgeable of the
scope of the engineering and technical issues, problems and possible
solutions associated with the noted programs/systems, particularly in
complex LAN/WAN engineering and fleet-support roles. The potential
level of effort is estimated at 57,000 labor hours per year for five
years. Respondents shall provide information related to contracts where
the respondent was materially involved at a comparable level of effort
in the noted engineering and related technical areas. Interested
sources are requested to provide detailed, narrative descriptions of
experience acquired in the last five years in each of the areas of
desired performance on the above named equipment or related
communication systems or subsystems. Tasking may include designing,
developing, testing, and evaluating installation kits; hands on
engineering including enhancing, modifying, maintaining, testing, and
calibrating requested equipment; and maintaining local area networks
(LAN) and wide area networks (WAN) in conjunction with collaborative
working environments, both at shore and afloat sites. Preparation
planning documents; conducting site surveys; developing and completing
installation control drawings and ship alteration installation
drawings. Developing test plans; procuring and fabricating equipment
relevant to racks, computers, work stations, and switches; conducting
pre-installation test and check out of equipment and systems; ensuring
kits are properly installed. Loading software and configuring systems;
configuring all LAN and WAN based equipment, including switches,
routers, servers, and work stations; conducting system level
operational, troubleshooting, and maintenance training. Updating all
applicable logistics documentation; providing shipboard technical
assistance; and performing software updates and reconfigurations.
Respondents should also describe their ability to provide qualified
personnel in the following labor categories: Program/Facility Manager,
Installation Design Engineer, Senior Systems Analyst, Installation
Manager, and Senior Field Technician Information provided shall include
contract numbers, periods of performance, dollar value, points of
contact, telephone numbers and a synopsis of the work performed
connected with the relevant experience. Respondents should describe how
they would establish/maintain a required facility in San Diego County,
California. Travel within the United States and Overseas will be
required as well as limited travel on board U.S. Naval vessels. The
Navy's goal is to issue a competitive 8(A) solicitation and award to an
8(A) firm with the requisite capability. If insufficient qualified 8(A)
firms indicate interest and demonstrate capability, the Navy will
review responsive SB firms for issuance of a competitive small business
set-aside solicitation. If insufficient SB firms indicate interest and
demonstrate capability, the Navy may procure the services through
unrestricted full and open competition. Interested 8(A) and SB firms
are invited to submit their expressions of interest, in writing, within
twenty (20) days of the date of this announcement, NLT 3:00 PM local
time. Interested SB firms should provide/include business size, a
statement of capabilities, including available personnel; and a point
of contact by name, address, and phone number. The response is not to
exceed eight (8) pages and is to be sent to Space and Naval Warfare
