R -- ENVIRONMENTAL HEALTH PROJECT (PROFESSIONAL, ADMINISTRATIVE AND MANAGEMENT SUPPORT SERVICES SOL M/OP-99-207 DUE 121498 POC Contact Point, Aman Djahanbani, Tel: 202-712-1055, Fax: 202-216-3052, E-mail: adjahanbani@usaid.gov The United States Agency for International Development (USAID) Bureau for Global Programs, Field Support and Research, Center for Population, Health and Nutrition, Office of Health and Nutrition (G/PHN/HN) seeks to competitively award a five-year indefinite quantity contract to exercise global leadership and provide field support in environmental health. The purpose of this indefinite quantity contract is to acquire short-, medium-, and long-term advisory services and technical assistance in environmental health, principally to contribute to the reduction of the burden of disease associated with mortality/morbidity in children under five or infectious diseases of major public health importance, by improving environmental conditions or reducing exposure to disease agents associated with these diseases. Broader capabilities are also sought to assist USAID in mitigating the negative health impacts of urban and rural environmental degradation, including both infectious and non- communicable disease endpoints. Overall capabilities will include capacity in operations research; provision of technical assistance in G/PHN/HN environmental health core areas to be defined in the RFP and on various specified environmental health problems in response to ad hoc requests from USAID; strategic information dissemination; and ability to effect policy change and improved institutional capacity at the global, national, and local levels. Because of the cross-cutting nature of environmental health activities, consortia of institutions which together represent the broad array of skills required by this activity will be encouraged. Because of the particular requirements for project learning across Tasks and the unique intersectoral expertise required, it is anticipated that there will a single Task Order-based IQC award based on full-and-open competition. No telephone requests will be honored. The issuance date of the RFP, is expected to be approximately the week of December 14, 1998. The closing date for submission of the proposals, to be specified in the RFP, will be approximately 45 days thereafter. The SIC for the above requirement is 8742. Subcontracting with small business concerns and socially and economically disadvantaged entities: While no "set-aside" award for small and disadvantaged businesses will be made under this RFP, small business and small disadvantaged business subcontracting plans, pursuant to FAR 52.219-9, are required to be included in submitted proposals. All offerors' Plans must address subcontracting with small business concerns, with small disadvantaged business concerns and with women-owned small business concerns. The Plans must include a percentage goal of at least 10% of total planned subcontracting to small business concerns, small disadvantaged business concerns and women-owned small business concerns. Accordingly, USAID encourages all offerors to include the participation through subcontracting agreements, to the maximum extent possible, of U.S. entities that are qualified as "small business" concerns, small disadvantaged business" concerns and with "women-owned small business" concerns. The preferred method of distribution of USAID procurement information is primarily via the internet or secondarily by request of a solicitation on a 3.5" floppy disk (Wordperfect 5.1/5.2 format, disk to be provided by the requestor). Only in instances where internet access or utilization of diskettes are not possible will a hard copy of the RFP be distributed upon request.
