Development (USAID) Bureau for Global Programs, Field Support and
Research, Center for Population, Health and Nutrition, Office of Health
and Nutrition (G/PHN/HN) seeks to competitively award a five-year cost
plus award fee (CPAF) contract to contribute to the impact of USAID's
global child health and nutrition programming by developing innovative
and improved policies and program approaches, providing technical
leadership within the Agency and the international Child Survival
program community, and entering into technical partnerships with field
missions and other bureaus to increase the technical quality and
effectiveness of programming in USAID-assisted countries. This activity
shall be organized around four key technical focus areas: (1) increased
effectiveness and sustainability of child immunization, (2) integrated
approaches to child health, (3) incorporating nutrition into Child
Survival activities, and (4) neonatal survival and health. In addition
to these technical focus areas, special attention will also be given
to HIV/AIDS as it impacts on child health. This activity will fully
support USAID's strategic objective of "increased use of effective,
improved and sustainable child health interventions" through technical
leadership, regional and global initiatives and long-term country
programs. These functions will be supported by capabilities in
operations and evaluation research, performance and results monitoring,
strategic documentation and transfer of Flagship experience. The
issuance date of the RFP is expected to be the week of December 14,
1998. The closing date for submission of proposals will be
approximately forty-five (45) days from the actual issuance date, and
will be specified in the RFP. The SIC for the above requirement is
8742. Subcontracting with small business concerns and socially and
economically disadvantaged entities: While no "set-aside" award for
small and disadvantaged businesses will be made under this RFP, small
business and small disadvantaged business subcontracting plans,
pursuant to FAR 52.219-9, are required to be included in submitted
proposals. All offerors' Plans must address subcontracting with small
business concerns, with small disadvantaged business concerns and with
women-owned small business concerns. The Plans must include a
percentage goal of at least 10% of total planned subcontracting to
small business concerns, small disadvantaged business concerns and
women-owned small business concerns. Accordingly, USAID encourages all
offerors to include the participation through subcontracting
agreements, to the maximum extent possible, of U.S. entities that are
qualified as "small business" concerns, small disadvantaged business"
concerns and with "women-owned small business" concerns. The preferred
method of distribution of USAID procurement information is primarily
via the internet or secondarily by request of a solicitation on a 3.5"
floppy disk (Wordperfcet 5.1/5.2 format, disk to be provided by the
requestor). Only in instances where internet access or utilization of
diskettes are not possible will a hard copy of the RFP be distributed
