The purpose of this notice is to improve the understanding of Government requirements and industry capabilities. The objective of this notice is to encourage prospective contractors to: (a) evaluate and challenge all elements of the DRFP; (b) propose methods to reduce proposal and contract costs; (c) provide feedback on proposed pricing arrangement; (d) identify requirements that account for a high percentage of total cost; and (e) identify new technology approaches and manufacturing techniques appropriate for the procurement described in the DRFP.
