S -- GUARD/ESCORT SERVICES SOL TIRMS-99-Q-00638 DUE 121798 POC Jeff Schraeder, Contract Specialist, 972-308-1637 This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation TIRMS-99-Q-00638 is issued as a Request for Quote (RFQ). The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-06. The requirement is 100% set-aside for small business concerns. SIC 7381 and a size standard of $6,000,000 are applicable. The requirement consists of five (5) line items which comprise a base period and four (4) options. Line Item One (1) is for an anticipated base period of January 2, 1999 through September 30, 1999. Line Item Two (2) is for the Option One (1) period of October 1, 1999 through September 30, 2000. Line Item Three (3) is for the Option Two (2) period of October 1, 2000 throughSeptember 30, 2001. Line Item Four (4) is for the Option Three (3) period of October 1, 2001 through September 30, 2002. Line Item Five (5) is for the Option Four (4) period of October 1, 2002 through September 30, 2003. The quote must state a separate monthly amount and annual total for each line item. The IRS requires the services of two (2) uniformed, professionally trained, armed security guards to perform escort services at 1100 Commerce Street in Dallas, Texas, Monday through Friday (excluding holidays). One guard shall work from 6:00 p.m. to 1:00 a.m., and the other guard shall work a 6:30 p.m. to 1:30 a.m. shift. Security guards will perform the following duties: Report to the podium located in the first floor lobby of the site by no later than the beginning of the assigned shift; sign in on the IRS roster; remain at the podium until IRS employees request escort service; escort IRS employees to vehicles and visually confirm their departure; when in the process of escorting, display at the podium the IRS provided sign, "Escort in progress"; use IRS form 0023 to log any significant incidents which may have occurred during the course of services; respond appropriately to emergencies; and sign out on the IRS roster no earlier than the end of the assigned shift. The IRS roster will be used to verify performance of the guards. Each guard must maintain communications with the offeror's dispatcher. Services are projected to commence on January 2, 1999.
