(NARA) is seeking capabilities statements from responsible small and
large business firms interested in providing film material (including
motion picture film, aerial film, microfilm, and other film records)
cold storage services and facilities. Responses to this announcement
will be used to: (1) determine whether or not sufficient small business
capability and interest exist to set aside this requirement exclusively
for small business firms, and (2) to develop a mailing list of
interested parties for the draft solicitation. The applicable SIC code
and size standard are 7389/$5M, Business Services, N.E.C. The
Government anticipates a one year contract with four one year options.
Small business firms responding to this synopsis must: (1) state that
they are a small business based upon the size standard above and state
if they are small disadvantaged, woman-owned business, or 8(a), (2)
provide the name of the firm involved in providing film cold storage
services and facilities, point of contact with phone number, number of
employees of the firm and annual revenue for SIC code 7389, (3)
detailed information supporting their capabilities and qualifications
to provide the required management and cold storage services of
photographic film materials, (4) specific relevant cold storage
services of photographic film materials contracts being performed or
recently completed, detailed decription of the work, explanation of how
the work relates to NARA requirements, volume of records being
supported, number of employees working on the contract, annual and
total dollar value of contracts, contract numbers, points of contact
and phone numbers, and (5) any other pertinent information which would
enable the Government to assess the firm's capabilities. It is
imperative that the firms respond with the required information so that
capabilities can be evaluated accurately. Capability statements should
specifically addresss the contractor's expertise in providing all
management, facilities, personnel, equipment, transportation,
materials, supervision, and support necessary to provide cold storage
facilities and services for NARA photographic film materials as
specified in the draft solicitation. This synopsis is for planning
purposes only and does not commit the Government to pay for the
information requested, issue a solicitation, or award a contract.
Interested small business firms musy submit their complete response,
not to exceed 10 single sided pages, to the attention of the POC no
later than 2:00 PM EST on 01/04/99. Responses may be mailed or faxed.
If adequate response is not received from responsible small business
concerns offering the best technological source capabilities, as
discussed in FAR 19.502-2(b), the solicitation will be issued, without
further notice, for full and open competition. Therefore, all large
and small businesses should indicate their status. Simultaneously, this
notice is to inform potential offerors that NARA intends to issue a
draft solicitation NAMA99N6P0003 for industry comment. Requests for a
copy of the draft solicitation shall be sent to POC no later than
12/11/98. Comments on the draft solicitation and alternate solution and
recommendations to meet the requirements are encouraged and requested
