Y -- REPLACE CONTROL TOWER AND RENOVATE AIR OPERATIONS BUILDING, NAVAL AIR STATION, MERIDIAN, MS SOL N62467-98-R-1123 DUE 011499 POC Contract Specialist: Janet Lietha, Code 0211JL. Contracting Officer: L. R. Fisk, Code 0211. THIS ACQUISITION IS BEING ISSUED AS A 100% SET-ASIDE FOR SMALL BUSINESS (SB) CONCERNS. The work consists of the design and construction of a seven-story airfield control tower with control cab (31.7m high total) and renovation of a portion of the existing Air Operations Building at NAS Meridian, MS. The control tower construction will consist of a steel frame and concrete cast-in-place structure supported by concrete spread footings and including concrete floors, insulated metal roof, metal studs and CMU interior walls. The control tower will house communications equipment, airfield lighting and instrument control equipment, lounge, stairwells, an elevator, fire protection sprinkler system, and mechanical/electrical/equipment chases. The control cab will be a conditioned space. A booster pump will be provided to meet fire protection requirements. Utilities will include water, sanitary sewer, electrical, and communication and data cables in an underground concrete encased ductbank. An existing emergencypower generator located in the Aircraft Operations Building (Bldg. 1) will be used as the back-up power source for the new tower. After the new tower is completed, the existing tower will be demolished and an enclosed passageway (22.0 square meters) will be constructed from the Air Operations Building to the new tower. The passageway will be constructed on spread footings and slab with walls of CMU with brick veneer. The new tower will be built in Seismic Zone One. Renovations to the Air Operations Building (east side) consist of providing a woman's locker room, rearranging office space, installation of a new standing seam metal roof, painting, wall and floor coverings, new air handling and exhaust and ventilation units, an automatic fire protection sprinkler system, and upgrade of electrical system. Professional registration or certification is required in the State of Mississippi as needed to obtain construction environmental permits and to comply with agency regulations. The range is between $1,000,000 and $5,000,000. Proposals will be evaluated using Two Phase Design-Build Request for Proposal procedures that will result in an award of a firm-fixed price design-build contract to the responsible proposer whose proposal, conforming to the solicitation, is the "Best Value" to the Government, price and technical factors considered. Phase I of the procurement process is a narrowing phase to approximately 3-5 offerors (design-build teams) based on design-build factors that include: Past Performance, Technical Qualifications, Management Approach; and Small Business Subcontracting Effort. Phase I design-build factors relate to the project identified below. Only those offerors selected in Phase I will be allowed to proceed into Phase II. In Phase II, the qualified offerors will be required to submit technical and price proposals for the project. The Phase II technical proposal will require preparation of a limited design solution for the project; Small Business Subcontracting Effort; and other factors that define thequality of construction. Price proposals may include total cost; evaluation of scope/design options within the Government's published budget for award, and an evaluation of change order markups and extended overhead, and completion schedule adjustment. The Phase I RFP will be available around 15 December 1998. Phase I proposals will be due around 14 January 1999. The exact date will be stipulated in the RFP. For the Phase I package, there is a $10.00 non-refundable charge for each set. This charge applies to Phase I only. A separate and different non-refundable charge for Phase II specifications will be determined at a later date.
