includes Project A FY99 MCON Project P-504, Alter Electrical System,
Bravo/Mike Wharves and Project B FY 98 MCON Project P-400, Bilge and
Oily Waste Collection and Processing Facilities. Project A work
includes removal and demolition work; shore power and industrial
outlets; electrical switch station and substations; 11.5 KV primary and
480 V secondary feeders; underground concrete ductline and manhole
system; fiber optic and SCADA system; asbestos and lead-based paint
abatement; handling and disposal of contaminated soils; and incidental
related work. Project B work includes construction of approximately
5500 linear feet of high density polyethylene bilge and oily waste
collection piping in the Pearl Harbor Complex area. Approximately 4500
linear feet will be located below piers Bravo 22 -- 26 and Mikes 1-4.
Approximately 1000 linear feet will be buried near the Bravo and Mike
Piers. Construction of 3 gravity bilge and oily waste manholes.
Construction of approximately 25 hose connection assemblies on the
Bravo and Mike Piers. Connection of new bilge and oily waste collection
piping to the bilge and oily waste collection system that is scheduled
to be under construction concurrently. OPTION 0001 work is for Project
F Structural Repairs and Fender Upgrades, Bravo Dock B23. Project F
work includes removal work, prestressed concrete fender piles, plastic
lumber chocks, blockings and face panels, floating fenders and
accessories, steel sheet piles, concrete pile cap, cutting and patching
of asphaltic concrete pavement, metal fabrications, protective coating,
electrical work and incidental related work. The work also includes
asbestos abatement work due to removal of asbestos cement pipe. OPTION
0002 work is for Project C Structural Repairs and Fender Upgrade, Mike
Docks 1-2. Project C work includes removal work; prestressed concrete
fender piles; plastic lumber chocks, blockings, and face panels;
floating fenders and accessories; patching of asphalt concrete
pavement; metal fabrications;protective coatings; and incidental
related work. OPTION 0003 work is for Project E Structural Repairs and
Fender Upgrades, Bravo Dock B22. Project E work includes removal work,
prestressed concrete fender piles, plastic lumber chocks, blockings and
face panels, floating fenders and accessories, steel sheet piles,
concrete pile cap, cutting and patching of asphaltic concrete pavement,
metal fabrications, protective coating, electrical work and incidental
related work. The work also includes hazardous abatement work due to
removal of asbestos containing material and lead-containing paint.
OPTION 0004 is for Project D Structural Repairs and Fender Upgrades,
Mike Docks 3-4. Project D work includes removal work; prestressed
concrete fender piles; plastic lumber chocks, blockings, and face
panels; floating fenders and accessories; patching of asphalt concrete
pavement; metal fabrications; protective coatings; and incidental
related work. OPTION 0005 is for Project G -- Structural Repairs and
Fender Upgrades, Bravo Dock B25. Project G work includes removal work,
prestressed concrete fender piles, plastic lumber chocks, blockings
and face panels, floating fenders and accessories, steel sheet piles,
concrete pile cap, cutting and patching of asphaltic concrete pavement,
metal fabrications, protective coating, electrical work and incidental
related work. The work also includes hazardous abatement work due to
removal of asbestos containing material and lead-containing paint.
OPTION 0006 is for Project H -- Structural Repairs and Fender Upgrades,
Bravo Dock B26. Project H work includes removal work, prestressed
concrete fender piles, plastic lumber chocks, blockings and face
panels, floating fenders and accessories, steel sheet piles, concrete
pile cap, cutting and patching of asphaltic concrete pavement, metal
fabrications, protective coating, electrical work and incidental
related work. The work also includes hazardous abatement work due to
removal of asbestos containing material and lead-containing paint.
OPTION 0007 is for Project I FY99 MCON Project P-410, Steam Condensate
Return System. Project I work includes construction of a steam
condensate return system for the existing stream distribution system at
B15 to B22 berthing wharves, Pearl Harbor Naval Shipyard. The proposed
steam condensate return system will collect the condensate from the
existing steam distribution system and discharge into the sanitary
sewer system. The system includes condensate receiver units complete
with duplex pumps, controls, condensate return and discharge lines,
electrical power, excavation and backfill of trenches for buried piping
and conduits, and supports for under pier condensate receiver units,
piping, and conduits. Demolition of three existing steam boilers and
related equipment within Building 149, Power Plant No. 2, Pearl Harbor,
the relocation of three (3) existing steam boilers and selected support
equipment from Building 468, Ford Island Power Plant, and demolition of
remaining equipment at Building 468. Estimated cost is between
$25,000,000 and $100,000,000. OPTIONS 0001 through 0006 will be
evaluated with the Base Item. OPTION 0007 is an unpriced OPTION. Price
for OPTION 0007 will be negotiated after award of the Base Item.
OPTIONS 0001 and 0002 will be exercised within 90 calendar days after
award of Base Item. OPTION 0003 will be exercised within 260 calendar
days after award of Base Item. OPTION 0004 will be exercised within 320
calendar days after award of Base Item. OPTION 0005 will be exercised
within 600 calendar days after award of Base Item. OPTION 0006 will be
exercised within 720 calendar days after award of Base Item. OPTION
0007 will be exercised with 230 calendar days after award of Base Item.
THE SIC CODE FOR THIS PROCUREMENT IS 1623 AND THE ANNUAL SIZE STANDARD
IS $17.0 MILLION. This procurement is UNRESTRICTED. This is a source
selection procurement requiring both technical and price proposals.
Contract award will be made to the offeror proposing the best value to
the Government from a technical and price (Base Item and OPTIONS 0001
through 0006) standpoint. Price (Base Item and OPTIONS 0001 through
0006) is considered approximately equal to the technical evaluation
factors. Technical evaluation factors are as follows: (1) Construction
Management Plan; (2) Experience/Past performance; (3) Experience of
key personnel; (4) Small Business Subcontracting. The Request for
Proposal (RFP) will be available on or about 11 December 1998 on paper
(hardcopy) only and will be mailed to requesters. YOUR LETTER
