minor, noncomplex construction projects for maintenance, alteration or
repair of real property at Vandenberg AFB, California and its
associated sites. The Government will award two five year (base year
and four option years) indefinite delivery/indefinite quantity type
contracts with fixed price delivery orders using a coefficient based
upon a guaranteed minimum of $50,000 and a maximum of $25,000,000.
Exercise of option years remain the Government's unilateral right. The
proposed contracts will utilize individual delivery orders ranging in
value from $2,000 to $500,000 for each project. Delivery Orders will
be priced using a Unit Price Book. During contract period, the Base
Civil Engineer will identify construction tasks as required to complete
each specific job, and the 30th Contracting Squadron will negotiate and
issue individual delivery orders to the contractor to complete the
task. Since there will be two awards, each succesful offeror shall be
provided a fair opportunity to be considered for each order in excess
of $2,500 in accordance with the solicitation. Each contractor will be
required to furnish all materials, equipment, and personnel necessary
to manage and accomplish the projects. Each contractor will be
required to maintain a management office within 45 miles of Vandenberg
AFB in order to receive delivery orders and provide other management
services related to accomplishing individual jobs. Individual jobs will
vary in size and complexity. The jobs will include tasks in a variety
of trades, including carpentry, road repair, roofing, excavating,
interior electrical, steam fitting, plumbing, sheet metal, painting,
demolition, concrete masonry, and welding. The performance period will
be a twelve month basic year with four twelve-month option years. The
proposed contracts are set-aside for SBA's Section 8(a) Direct Award
program for a nationwide competition and the clause at DFARS
252.219-7009, will be included in the solicitation. Estimate issue date
for the solicitation is 11 Dec 98. Estimate pre-proposal conference is
15 Dec 98. Estimated date of receipt of proposal is 19 Jan 99. Oral
presentations will be conducted. Contractors will be notified of their
scheduled date and time beginning 20 Jan 99. Oral presentations will
commence approximately one week later. The complete solicitation will
