As award of the nationwide contract is anticipated by 03/31/99, sole source award to the incumbent contractor, Research Institute of America is intended for continuity of existing publishing services until award of the above referenced solicitation. These services include the following Research Institute of America publications, obtained electronically over IRS, Western Region wide area network: CDFTC, Federal Tax Coordinator; CDSSE, U.S Tax Reporter; CDCDP, AFTR and Tax Court cases 1954 to date; CDCB Revenue Rulings -- Procedures; CDFTP, WGL (Warren, Gorham and Lamont) Treatise of Partnerships; CDFCS, WGL Treatise of Corporations; CDFIS, WGL Treatise on S Corporations; CDIRM, Internal Revenue Manual. These publications are licensed and available, in searchable format, to 1171 IRS employees at 121 locations throughout the western United States via three Wide Area Network sites owned and operated by the IRS. No solicitation document exists as this notice of intent is not a request for proposals. Interested parties may respond to indicate interest and capability to determine whether the Government should conduct a competitive procurement. Responses must convey clear and convincing documentation of advantages to considering another source for this short, interim period. As this acquisition will be awarded utilizing FAR Part 12 & 13, for commercially available publications, written responses must be received within 15 calendar days after publication of this notice and include prices, GSA Contract Number, if applicable, and other information sufficient enough for the Government to determine capability to meet the requirement.
