for Information. (1) The program would require review of electronic
databases and document filing systems; (2) the identification and
location of sources relevant information such as electronic databases
and document filing systems; (3) the determination of the amount owed
to DoD for repair of engines covered by warranty; and (4) collection of
the amount due. As specified in Section 391 of Public Law 105-85, a
contract entered into under this program would provide for the
contractor to be paid out of the amount recovered by the contractor
(tasks 2 and 3 above). In addition, the authority for this program
under PL 105- 85, requires the contract to end not later than 30 Sep
99. therefore, the contractor would accomplish all the above tasks and
expect payment to be from amounts recovered within an estimated
6-month contract period. Respondents to this market survey/request for
information should address the finicial viability of contract
performance under this payment condition, recommended share ratios,
anticipated base support requirements and any other terms and
conditions unique to this program. Additional information related to

for planning purposes only and shall not be construed as a Request for
Proposal (RFP) or as an obligation on the part of the Government to
acquire any follow-on acquisitions. The Government does not intend to
award a contract based on this market survey/request for information or
otherwise pay for the information solicited. No entitlement to payment
of direct or indirect cost or charges by the Government will arise as
a result of the submission of responses to this market survey/request
for information and the Government use of this information. The
Government reserves the right to reject in whole or in part any
industry input as a result of this market survey/request for
information. This market survey/request for information does not
constitute the solicitation of any proposals and authority to enter
into negotiations to award a contract has not been authorized.
Information provided may be used by the United States Air Force in
developing its acquisition approach and its Statment of Objectives
(SOO). Supplementa Information: The pilot program will consist of
F108-100 engines delivered under contract F33657-89-C-2140.
Repair/replacement data is available through DO42 and G050 systems
which can be accessed after award of the pilot program at Oklahoma
City, Air Logistic Center. The contract unit price for the (engines or
overhaul) is approximately $3.6 million. Deliveries began on Nov 90
and will be completed on or about Feb 96. Warranty coverage gegins from
the date of installation on the aircraft and extend for a four years
beyond that date. Although some amount of funds may be recovered for
aircraft engine repairs, which should have been covered by warranty,
the Air Force cannot predict the viability of such recovery of the
magnitude of such funds. Any actions taken by the Government which are
deemed to have invalidated the warranty will not be subject to claims
of the contractor for the pilot program against the Government. Only
collections recovered during the pilot program will be subject to the
established share ratio. Any litigation of disputes regarding warranty
claims is unlikely to be resolved prior to termination of the pilot
program; any funds recovered after termination of the program will be
returned to the treasury. The share ratio to be used by the Air Force
for implementation of the pilot program will be determination by SAF/AQ
prior to the release of any such solicitation and will not be subject
to alternate terms and conditions. Recommended ratios, including
rationale/support should be submitted in response to the market
research syopsis. Base support for the analysis of data may be limited
to access databases only. Any anticipated requirements for additional
base support should be identified in the response to market research
synopsis. The Air Force's decision not to litigate a warranty claim
recommendation will be final and not subject to dispute or to any other
claim damage. The Air Force will authorize the contractor for the pilot
program to act as a collection agent, but will not be liable for any
further support or for other actions taken or cost incurred by the
contractor. MARKET SURVEY/REQUEST FOR INFORMATION The approximate
