(301)981-1911 This is a combined synopsis/Request for Quotation (RFQ)
for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
quotes are requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-41. This acquisition
is a 100% small business set-aside. The SIC code is 8748. Delivery
shall be FOB destination to Andrews AFB, MD. A site visit will not be
held. Quotes to this RFQ must be received by 14 December 1998, 4:30
p.m. eastern standard time. Delivery and finance addresses will be
provided upon award. Award to be based on price and ability to meet
billing policy and 24 hour minimum down-time requirement as stated in
specifications/statement of work. AWARD IS SUBJECT TO AVAILABILITY OF
FUNDS EACH FISCAL YEAR. The contractor shall conform to base directives
pertaining to communications security. SPECIFICATIONS/ STATEMENT OF
WORK: This RFQ will result in a one-year purchase order with three
option years. Period of Performance: 1 Jan 99 -- 30 Sep 99. Contractor
to perform 360 sessions as non-instructional, Assistant Education
Advisor and Flight Superintendent, providing advisement at the
Associate, Bachelor, and Masters Degree level to military personnel and
also to providing Human Resource Management (HRM) consulting to the
Education Services Officer at the Fort Meade Education Services Flight.
Programs to include budget and funds administration, Community College
of the Air Force (CCAF), Commissioning Programs, Bootstrap/Deferment
Programs, Tuition Assistance, Veterens Education Benefits, Fianancial
Aid, Testing options, Distance Learning options, General Education
counseling and administrative support, Testing and Records
administration. Serves as HRM consultant to the Education Services
Officer in matters of training, program analysis, marketing, compiling
and evaluating statistics, conducting manpower studies, development
and deployment of outreach and pilot programs. Knowledge, skills, and
abilities required include: knowledge of Personnel Concept III
(PC-III), Automated Personnel Data System (APDS), and Automated Air
Force Tuition Assistance Program (AAFTAP), skills in oral/written
communication, organizational, and data automation. Ability to review
and evaluate college transcripts, course descriptions and to compile
and evaluate statistics of job performance, prepare review and evaluate
job descriptions, performance evaluations, and nominations for awards.
A Bachelor's degree is required, Master's desired. Completion of an
Adult Counseling Symposium is highly desirable. Definition of a unit:
The conduct of a MINIMUM of (5) five advisement discussions in
accordance with AFI 36-2306. Each call for a unit may be made
informally by the Education Services Officer. Contract will be on a
CALL BASIS, meaning the US Government payment for each unit called for
and satisfactorily delivered. The contractor is obligated to comply
with security requirements imposed by the Installation Commander. Units
(sessions) will be conducted from 0730 to 1130 and/or 1230 to 1630,
Monday through Friday. Sessions will include staff meetings and
training as necessary. Contractor/customer to ensure these services
provide no conflicts of interest to the Government. Rate of pay is IAW
AFI 36-2306, 4.4, 4.4.1, 4.4.2. The contractor will coordinate and
manage the CCAF graduation IAW AFI 36-2304 and AFI 36-2306. Vendors
shall submit quotes based on the following schedule: Basic year, 1 Jan
99 -- 30 Sep 99, price per session __________, extended amount (360
sessions) _____________. Option year one (1 Oct 99 -- 30 Sep 00), per
