VELOCITY LOG (DSVL) SPEED SENSOR, SOLICITATION N00024-99-R-4052. The
Naval Sea Systems Command (NAVSEA) is conducting a market survey to
identify any alternate source manufacturers, in addition to the
presently qualified manufacturer -- Sperry Marine, Inc. for a DSVL. Our
intent is to procure and qualify for competition a modified Commercial
Off-the-Shelf (COTS) system or Non-Developmental Item (NDI) to satisfy
the requirements defined in SHIPS-D-6000 (Prime Item Product Function
Specification for the AN/WQN-2 Doppler Sonar Velocity Log). Specific
requirements which must be satisfied include those concerning
transducer dimensions, accuracy, and operating frequency. The DSVL is
planned for installation on both submarines and surface ships to
replace the present Electromagnetic Log (EMLOG) system. It is planned
to award the successful offeror a contract to provide a minimum of two
systems with at least one set of spares. These systems will be
utilized to verify that the manufacturer's design and fabrication is in
compliance with SHIPS-D-6000 through laboratory/simulation
qualification/performance/environmental and at-sea testing. The
contractor will be required to perform qualification testing and
support the Government Development Test (DT)/Operational Test (OT)
program which must be completed by December 2000. We then plan to issue
a competitive RFP for a base year with two option years with an
estimated total of at least 30 systems per year, depending on the
funding received. Follow-on competitive contracts will continue the
fleet's conversion to DSVL, currently estimated to be 217 systems to
supplement the above effort (90 systems) and those systems delivered
under a Sperry Marine, Inc. sole source contract. Companies
sufficiently advanced in DSVL technology so as to be capable of meeting
the timeframe requirements and interested in receiving a copy of the
unclassified performance specification should submit their request in
writing; separate arrangements will be established for review of
classified information. Responses should be received at the Naval Sea
