Detachment Philadelphia intends to solicit, on an unrestricted basis,
Emergency Room and Primary Care Services in support of the Naval
Hospital Camp Lejeune, NC. The anticipated period of performance shall
be sixty (60) months, which encompasses a one year base period along
with four (4), one (1) year option provisions. The contractor will be
responsible for providing the following services: (1) full service
staffing for a Level II Emergency Department within NAVHOSP Camp
Lejeune; (2) full service staffing for the Navy Primary Care Clinic
(NPCC)- an extension of NAVHOSP Camp Lejeune but located within 7 road
miles of the main gate of Camp Lejeune; and (3) full service staffing
for a Hospital Family Practice Clinic (HFPC) within NAVHOSP Camp
Lejeune. The Emergency Department will provide emergency services on a
24-hour daily basis, including holidays, for all eligible
beneficiaries who are determined to have emergent conditions. Both the
NPCC and the HPCC will serve as Primary Care Managers(PCMs) providing
a point of entry into the healthcare system for eligible beneficiaries
who have enrolled in TRICARE PRIME. The Contractor PCM practitioners in
the HFPC and the NPCC shall provide beneficiaries with all their
primary care, including first-contact care and a coordinative function
for all their healthcare needs. The Navy will assign a Navy Family
Practitioner to serve as the Medical Director for both the HFPC and the
NPCC. This individual will provide clinical oversight and coordinate
the functioning of the clinics with the rest of the Medical Treatment
Facility. A Firm Fixed Price contract with award provisions will be
solicited. The solicitation will require the submission of technical
risk proposals and cost/price proposals. The applicable SIC code is
8011, the size standard $5M. All responsible sources may request a copy
of the solicitation and may submit a proposal which will be considered
