Murray This procurement is unrestricted; all responsible sources may
submit a quotation. This is a combined synopsis/solicitation for
commercial services prepared in accordance with the format in FAR
subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
quotations are being requested and a separate written solicitation will
not be issued. Solicitation number N68836-99-Q-0316 applies and is
issued as a Request for Quotation. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-37 and Defense Acquisition Circular 91-10. The
standard industrial code is 3669 and the business size standard is
750. The requirement is for a fixed price three (3) option year
contract -- Base Year plus the First and Second Option Years. The
statement of work requires lease and maintenance of a Satellite Master
Antenna Television System (SMATV) at NAVSTA Pascagoula, Singing River
Island, Bldg. 50, Pascagoula MS 39595-0001. Clin 0001AA -- Repointing
of existing Government Owned Equipment. The contractor shall repoint
existing equipment to receive signals from satellites Galaxy G1, Satcom
C3, and GE1. The equipment must interface with the SMATV equipment as
provided by the contractor. Repointing shall be a one time charge and
will not be extended over the duration of the contractor. Clin 0002AA
Lot I -- Base Year 1998 Dec 01 to 1999 Nov 30. Clin 0002AB Lot II --
First Option Year 1999 Dec 01 to 2000 Nov 30. Clin 0002AC Lot III --
Second Option Year Lease and Maintenance of SMATV System. The SMATV
will provide signals to be distributed thru NVASTA'S existing
distribution system. In support of NAVSTA'S satellite programming, the
contractor will provide and maintain the following leased equipment
brand or equal; 3 (ea) Pico 19" equipment racks; 1 (ea) channel master
1 meter satellite antenna; 1(ea) dual polarity ku bank LNBF; 2 (EA) 16
Channel Multi-switches; 32 (ea) digital satellite receivers; 32 (ea)
EB-1 equipment rack shelves; 32 (ea) commercial grade RF modulators; 3
(ea) 12 channel combiners. The contractor will supply all necessary
antennas, couplers, amplifiers, coaxial cable, hardware, and other
assorted items related to the installation. Beginning 01 Dec 98 thru 30
Nov 2001, 173 outlets will require maintenance in support of the
following programming services: CNN, MTV, HEADLINE NEWS, VH1, TNT,
NICKELODEON/NICK AT NIGHT, TBS, COMEDY CENTRAL, CARTOON NETWORK,
LIFETIME, USA NETWORK, THE WEATHER CHANNEL, DISCOVERY, THE LEARNING
CHANNEL, ESPN, ESPN2, ESPN NEWS, THE FAMILY CHANNEL, AMERICAN MOVIE
CLASSIC, BET, COUNTRY MUSIC TV, GAME SHOW NETWORK, THE NASHVILLE
NETWORK, MUCH MUSIC, HBO, SHOWTIME, SCI-FI CHANNEL, COURT TV, E!
ENTERTAINMENT. The above requirement consists of 36 months of
maintenance to a total of 173 outlets. Award of this contract will
consist of the funding for the base year only. Prior to the end of each
year, the Government reserves the right to exercise each year's option
in writing. Contractor will install equipment and provide maintenance
to equipment necessary to sustain continuous operation of contracted
downlink. Response time for outages and troubles reported shall not
exceed an 8 hour work day period. Lease and maintenance to begin 01 Dec
1998 after award of contract to be delivered FOB destination to the
Naval Station Pascagoula. The provisions at FAR 52.219-1, Instructions

FAR 52-214-21, Descriptive Literature. The government intends to make
a single award to the responsible contractor whose quotation is the
most advantageous to the government considering prices and
price-related factors. The government will evaluate offers for award
purposes by adding the total price for all options to the total price
for the basic requirement. The government may determine that an offer
is unacceptable if the option prices are significantly unbalances.
Evaluation of options shall not obligate the government to exercise the
options. Other evaluation factor will be the contractor's equipment. A
descriptive listing of the equipment will be an important evaluation
factor. Contractor's equipment must be able to interface with existing
satellite equipment. Quotations must be received no later than 4:00
p.m. local time, 30 Nov 98. Quotations sent via US Postal Service
should be mailed to the Fleet and Industrial Supply Center, Navsta
Pascagoula, Bldg. 50, Singing River Island, Pascagoula MS 39595-3500.

considered to be hand delivered and direct delivered. Hand carries
