16 -- TEST PROGRAM SET SOL N68335-99-Q-0071 DUE 121498 POC Kathleen Kiley-DiPietro, Contract Specialist, (732) 323-5197 The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to enter into negotiations with the sole source of supply, ManTech Engr Corp., VA. The NAWCAD intends to modify an existing Navy contract N00189-95-C-0079 for procurement of CASS OTPS RSTS LOT III OFFLOAD. ManTech will provide one additional production unit RSTS LOT III Test Program Set with two additional optional units. The Government intends to procure these items under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 only one responsible source. The RSTS LOT III program is currently in the engineering design stage. There are no drawings nor data available as the effort has not gone through FAT and/or techeval. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to open this requirement to competition. This notice of intent is not a request for competitive proposals. However, all proposals must be received with fifteen days. Responses should reference N68335-99-Q-0071. A determination by the Government not to open this requirement to competition based on the responses received to this notice is solely within the discretion of the government. (SEE Note 22).
