Systems Command intends to contract under the terms of basic ordering
agreement, N00019-97-G-0093, with Northrop Grumman Corporation for
continuing CY99 non-recurring engineering, technical management, and
test support services related to the integration of the NP2000
propeller system in the E-2C/C2-A aircraft powered by Allison Model T56
engines. Engineering may include analysis or modeling of aerodynamic
loads, performance characteristics, evaluation of flying qualities and
mission performance; development of evaluation of flight test data;
update of performance models and data. Technical management may include
support of the NP2000 IPT, associate contractors, design reviews and
provision of data. Northop Grumman, as the designer, developer, sole
manufacturer, and systems integrator of the E-2C/C2-A aircraft is
uniquely qualified to perform these efforts due to their technical
knowledge of the aircraft's design, production engineering and its
highly complex systems integration. Only Northrop Grumman possesses the
data and can provide the in depth technical/engineering services
required to support the integration of this technology within the
desired schedule dictated by program requirements. See Note 22. NAVAIR
