ISSUED AS A REQUEST FOR QUOTATIONS (RFQ) USING SIMPLIFIED PROCEDURES.
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED
IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED
WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. The National Institute of
Standards and Technology (NIST) has a requirement for a BROTHER HS-3100
WIRE MACHINE OR EQUIVALENT, meeting the following specifications at a
minimum. MAIN UNIT: Workpiece dimension minimum 8x8x4 (height) inches;
Allowable workpiece weight minimum 50 lbs.; X and Y axis stroke
minimum 7x4 inches; Z-axis stroke minimum 4 inch (manual); Maximum
machining speed minimum 10 sq. inch/hour; Wire Diameter 0.1, 0.2, 0.3
mm; Surface Roughness 3 or better Micrometer Rmax; Dielectric fluid
system, part submerged under water during cutting; Power Supply 208V,
3-phase,60 Hz; Total power input not to exceed 14kVA; Installation area
not to exceed 90 x 90 inches (should include maintenance area); Weight
not to exceed 1500 lbs. DIELECTRIC FLUID SUPPLY: Filters and ion
exchangers removable and replaceable; fluid type -- water, closed-loop
filtering and deionization; Self-contained, no water hook-up necessary
while running; Chiller System allows continuous running; NUMERICAL
CONTROL UNIT: Controllable axes X and Y; Minimum drive unit 0.00004
inch; Interpolation functions linear, Arc; Input -- Keyboard, RS-232C
interface; Operating modes -- program, retract, trace, restart reset,
interrupt reset, jog, step, centering, edge find, zero-set, line reset.
The quotation shall include delivery to Gaithersburg, MD, installation,
a minimum one year warranty from date of installation, and training for
4 NBSR employees, ranging from technician to scientist lasting from 2
to 4 days. Delivery is required within 60 Days after receipt of order.
The Government will award a firm fixed price purchase order resulting
from this solicitation to the responsible offeror whose offer
conforming to the Government's requirement contains the lowest price.
All offerors shall submit the following: 1) Two copies of the
quotation; 2) Technical description and/or product literature; 3)
Description of commercial warranty; 4) A copy of the most recently
published price list; and 5) A completed copy of the provision at
52.212-3, Offeror Representations and Certifications-Commercial Items
which may be downloaded from
http://www.nist.gov/admin/od/contract/repcert.htm. Incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-06. The clause at 52.212-4, Contract Terms and
Conditions-Commercial Items applies to this acquisition. The clause at
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisition,
including subparagraphs (6) 52.222-26, Equal Opportunity; (7)
52.222-35, Affirmative Action for Special Disabled Vietnam Era
Veterans; (8) 52.222-36, Affirmative Action for Handicapped Workers;
