smithdaniel.jfk@navair.navy.mil. The Naval Air Systems Command intends
to negotiate a contract with Sanders. A Lockheed-martin Comapany, for
the Low Rate Initial Production(LRIP) of Integrated Defensive
Electronic TowedDecoy (FOTD). The Government intends to purchase
approximately 30 RFCM Systems (including spares) and 99 Fiber Optic
Towed Decoys (FOTDs). The LRIP contract will include requirements for
First Article Testing and Sustanind Engineering efforts. There will be
an option for refurbishment of RFCM and FOTD components manufactured
under the Engineering and Manufacturing Devlopment (E&MD) phase of the
program, under NAVAIR contract N00019-96-C-0005. There will be options
for additonal FOTDs (up to 300), and an option to procure on board
transmitters. A range of ancillary support is also to be procured, to
include Integrated Logistics Support (ILS) and associated data.
Sanders, a Lockheed Martin Company, is the designer and developer of
the IDECM RFCM system, andis the only source with the personnel,
faciliteis, and knowledge to perform this effort within the required
timeframe. The period of performance for this requirement will commence
