Cole, Contracting Officer.  The National Cancer
Institute (NCI), Division of Clinical Sciences(DCS), Advanced
Technology Center,(ATC) plans to procure a multifunctional personal
computer(PC) based temperature monitoring systems in accordance with
the simplified acquisition procedures authorized in FAR Part 13. This
announcement constitutes a combined synopsis/solicitation, and a
separate written solicitation will not be issued. The solicitations all
applicable provisions and clauses in effect through FAR FAC 97-08. This
solicitation is set-aside for Small Business and the Standard
Industrial Classification Code is 5063 and the business size standard
is 100. See number note #1. The National Cancer Institute (NCI)
requires the ability to monitor, in a quantitative fashion, specimen
freezer temperatures. A multifunctional personal computer(PC) based
temperature monitoring system is required. This multifunctional
temperature monitoring system shall be selfcontained, and shall meet
the following salient characteristics and features: 1. Monitors up to
128 inputs, with temperatures as low as -80 degrees centrigrade, and
controls up to 64 outputs. Includes standard 8 bit A/D converter, may
be on-site upgraded to a 12 bit A/D converter to provide .1 degree
centigrade resolution. 2. Monitoring functions are maintained without
PC being on-line. System shall be installed on an existing PC that
currently supports facility security. This existing PC hd WinDSX from
DSX Access Systems installed upon it by Monitor Security and Control
Systems, Inc. System compatibility shall be maintained. 3. Alarms,
readings, alarm cancellations, and phone numbers contacted are stored
continuously. 4. Data that has been stored is downloaded upon system
log-on, or automatically exported to a dedicated PC. 5. Encryption of
data files. 6. System inputs capable of independent programming to
address various monitoring issues. 7. Network capable to provide real
time access to all data. 8. Sensors programmable with alarm priority
levels. 9. Alarms in parallel,or occurring nearly concurrently, shall
be pioritized as a function of previously set alarm priority levels.
10. Includes installation (materials, parts, components, and labor
component identification, and testing of system functionality. 11.
System calibration and verification, with printed copies of testing
documents and results tobe included. 12. Hands-on training including a
training/technical manual. Shall include one training session for all
NCI personnel necessary, to be conducted at the NIH at the
installation site. This session shall include a minimum of four hours
time to be available for the staff to be trained. 13. One year of
service which shall include software upgrades, 24 hours per day, 7 days
a week technical support, and service personnel on site within 24 hours
of a service call. Includes parts and labor. The multifunctional
personal computer(PC) based temperature monitoring systems shall be
delivered F.O.B. Destination and installed in the Advanced Technical
Center facilities. In addition, the equipment and setup shall include
a minimum manufacturer's warranty of one-year,including parts and
labor. Offerors must provide descriptive literature, warranties, and/or
other materials in sufficient detail to demonstrate that their offer
meets the foregoing requirements. The literature furnished mustalso
show the item to which the requirements herein pertain. The purchase
order will be awarded to the responsible offeror with the lowest-priced
offer that fully meets the requirements of this solicitation. The
solicitation incorporates the NCI Representations, Certifications, and
Other Statements of Offerors or Quoters (Simplified Acquisitions). The
award document will incorporate the requirements of the clause at FAR
52.213-4, Terms and Conditions -- Simplified Acquisitions. Full text

SF-18 that is signed by an authorized representative of the offeror and
includes a completed "Schedule of Offered Supplies/Services." The offer
should include a fixed price for all equipment, delivery, installation,
training, and other applicable charges. In addition to the
aforementioned descriptive literature, offers must also be accompanied
by a completed and signed NCI Representations, Certifications, and
Other Statements of Offerors or Quoters (Simplified Acquisitions).
Offers and related materials must be received in this office by 3:00 PM
EST on December 17,1998. No collect calls will be accepted. Please cite
