Applications (Code 8120). This BAA covers topics of interest to NRL at
its Washington D. C., Stennis, and Monterey sites. Award decisions
will be based on competitive selection of proposals resulting from a
peer and/or scientific review. Evaluations will be conducted using the
following evaluation criteria: (1) Degree to which new and creative
solutions to technical issues important to NRL programs are proposed.
(2) Feasibility and the offeror's understanding of the proposed
approach and technical objectives. (3) The offeror's ability to
implement the proposed approach as demonstrated by specific
accomplishments in the technical field to be studied, by availability
of qualified personnel and by appropriate facilities. (4) The degree to
which technical data and/or computer software developed under the
proposed contract are to be delivered to NRL with rights compatible
with NRL research and development objectives. (5) Proposed cost and
cost realism. Proposals involving cooperative research arrangements are
welcome. Academic institutions, small disadvantaged businesses,
historically black colleges and universities, minority institutions and
woman owned businesses are encouraged to participate. The announcement
will remain open from date of publication for a period of one year.
Proposals may be submitted any time during the one-year period. If
