is contemplating issuing a Program Research & Development Announcement
(PRDA) for the development of integrated reaction jet control
technologies for advanced air superiority weapons in the late December
1998 timeframe. Information packages are requested from potential
sources having the capability to perform design, development,
integration, and ground test demonstrations of miniature reaction jet
control devices. Recent Laboratory projects have indicated potential
payoffs for missiles employing reaction control devices positioned near
the blast tube of a tactical missile rocket motor, utilizing the
motor's chamber pressure to generate control forces in each of pitch,
roll and yaw axes through a series of independently actuated hot gas
valves. Successful designs will emphasize miniature packaging, high
frequency operation, high thrust levels and advanced materials capable
of withstanding extreme temperature environments. The objective of
this program is to demonstratetechnologies leading to increased missile
maneuverability and multi-mission capability in order to increase
platform sortie effectiveness and survivability. The period of
performance for this effort is anticipated to be approximately 30
months. Prospective sources should provide evidence of their experience
in the form of the successful completion of similar contracts,
technical reports, journal publications, and presentations at technical
meetings and have a facility clearance of up to the SECRET level.

on their expertise, personnel, and facilities. Responses to this
synopsis must be received within 15 days from the date of publication.
Responses may be hand-delivered to an Industry Day, hosted by
AFRL/MNAV, to be held on 15 December 1998, building 1, room 201B
beginning at 0800. Following a brief program overview, individual
meetings will be held with potential primes to discuss any pertinent

appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
