Indefinite task Order Contracts for General Environmental Services as
Needed for the U.S. Army Engineer District, Galveston, Texas and
Louisiana: The proposed indefinite task order contracts are to assist
the Galveston District, Corps of Engineers (COE) in the performance of
general environmental services in conjunction with COE planning,
construction, operations and maintenance projects primarily within the
boundaries of the Galveston District, Texas and Louisiana. This
procurement will result in the award of two indefinite task order type
contracts for a period of one year with options to extend for four
additional one-year periods. The contractor is to furnish all
personnel, facilities, plant, equipment, materials, supplies, and
services necessary to conduct any study or investigation and to prepare
and provide any report as specified in the contract. Services
anticipated to be ordered include: 1) collection of baseline
environmental data; 2) preparation of environmental assessments,
environmental impact statements, and applicable state Coastal
Management Program consistency determinations; 3) preparation of
biological assessments of threatened and endangered species; 4)
preparation of hazardous, toxic, and radioactive waste (HTRW)
assessments; 5) water and sediment quality assessments; 6) benthic and
nektonic sampling and analyses; 7) bioassays; 8) habitat development
and monitoring; 9) preparation of historic property inventories and
assessments; 10) preparation of social impact assessments; 11) digital
image processing and development of Geographic Information Systems
(GIS) data bases; 12) special studies; and 13) preparation of technical
reports. All work and services ordered under the contract shall be
completed by the contractor within the time negotiated and specified in
each fixed-price delivery order. Evaluation criteria and their relative
importance are contained in the Request for Proposals. A small business
Subcontracting Plan will be required for large businesses.
Subcontracting goals for the Galveston District are 61.2% -- Small
Business, 9.1% -- Small Disadvantaged Business, and 4.5% -- Woman-Owned
