DACW17) This solicitation is unrestricted and is open to all firms
regardless of size. One contract will be awarded from this
solicitation. The contract will be an Indefinite Quantity Contract for
a period of one year from date of award, with options to extend for
seven (7) additional years. Work will be assigned by negotiated task
orders. This solicitation contains a scope of work for one contract.
Maximum order limits are $35,000 for each contract year and up to
$35,000 per delivery order. The Government reserves the right to
exercise the contract option period before the expiration of the base
contract period or preceding option period, if the contract amount for
the base period or preceding option period has been exhausted or
nearly exhausted. PROJECT INFORMATION: General: The Contractor
hereinafter referred to, as the Architect Engineer (A-E), will serve as
a member of a team of experts. This team will provide an independent
review of the Corps of Engineers design, analysis efforts as well as
the plans and specifications for Portugues Dam. Project Description:
Portugues Dam is currently being constructed approximately 5.7
kilometers northwest of Ponce, Puerto Rico. The dam is a thin, double
curvature, elliptical concrete arch structure. The dam will be
constructed in two stages. The first stage is to construct a 219.6-foot
high flood control dam. The geometry of this structure is controlled by
the section required for the second stage, which includes water supply
for the city of Ponce, Puerto Rico. The decision to raise the dam to
the water supply height of 270.6 feet will be made by the local
government. This decision will be based on economics and local need and
may not be made until after the flood control dam is completed.
Selection Criteria: 1. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE:
Firms must clearly demonstrate specialized experience and expertise
related to design, analysis and construction of arch dams and their
associated foundation treatments. This engineer will review and
evaluate the adequacy of the analytical models used to represent the
field conditions, and the analytical techniques used to evaluate the
deformation characteristics of the foundation and the determination of
the construction block sizes and concrete placements. The foundation
excavation has progressed significantly and data has been obtained that
was not available during the earlier design and analysis efforts.
Previous assumptions are being verified based on the availability of
the new data. The major goals of the foundation deformation analyses
are: a) Determine the equivalent deformation modulus that is
appropriate for use in the three-dimensional analysis of the dam
subjected to construction and service loads and b) Evaluate the extent
and stability of foundation treatments required to provide a suitable
foundation for the arch dam. The major goals of the thermal stress
analyses are to determine the required contraction joint spacing which
will limit thermal cracking, and provide adequate joint opening to
allow contraction joint grouting. This structural engineer will work in
conjunction with geotechnical engineers and geologists that will be
obtained under a separate contract. 2. SIZE AND EXPERTISE OF STAFF:
Firm must include, but not be limited to, either in-house or through
association with qualified consultants, a U.S. or Commonwealth of
Puerto Rico registered structural engineer. 3. CAPACITY TO ACCOMPLISH
THE WORK IN THE REQUIRED TIME: Firm must have the capacity to commence
work within fifteen days after receipt of notification to proceed with
a task order and accomplish it in accordance with scheduled completion
dates. 4. PAST PERFORMANCE: Past performance on contracts with
Government agencies and private industry regarding quality, cost
control, and timeliness of work will be reviewed. Past DOD experience
data available to the Government through the A-E Contract
Administration Support System (ACASS) will be utilized for prior
performance evaluation. THE FOLLOWING SECONDARY CRITERIA WILL BE USED
AS TIEBREAKERS: 5. VOLUME OF PAST DOD CONTRACT AWARDED TO FIRM: Work
previously awarded to the firm by DOD will be reviewed with the
objective of effecting equitable distribution of contracts among
equally qualified firms. 6. GEOGRAPHIC LOCATION OF FIRM TO THE
WORKSITE: Location of the firm relative to the worksite (considered the
Jacksonville, Florida District Office) will be considered provided
there is an adequate number of qualified firms for consideration.
SUBMISSION REQUIREMENTS: Those firms, which meet the requirements
described in this announcement and wish to be considered, must submit
one copy each of SF 254 and SF 255 for the firm or joint venture and SF
254 for each subcontractor. In Block 4 of SF 255 list only the office
personnel for the office to perform the work which is indicated in
Block 3B. Additional personnel strengths, including consultants, should
be indicated parenthetically, and their source clearly identified. In
Block 7G of the SF 255, indicate specific project experience for key
team members and indicate the team member's role on each listed project
(architect, project manager, etc.). Submittal of supplemental
attachments to SF 255 per evaluation factors 1-4 is strongly
recommended. Submittal package is to be received in this office at the
address indicated below, no later than 4:00 P.M. Eastern Time on the
30th calendar day after the date of appearance of this announcement in
the Commerce Business Daily (CBD). Should the due date fall on a
weekend or holiday, the submittal package will be due the first workday
thereafter. Submittals received after this date and time will not be
considered. Unnecessarily elaborate brochures or other presentations
beyond those sufficient to present a complete and effective response to
this announcement are not desired. The Director of Defense Procurement
has issued a final rule requiring that contractors must be registered
in the CCR before receiving a contract from any activity of the
Department of Defense. The rule authorizes contracting officers to
reject offers from contractors that have not registered. (The CCR's web

disadvantaged firms are encouraged to participate as prime contractors
or as members of joint ventures with other small businesses. All
interested firms are reminded that the successful firm will be expected
to place subcontracts to the maximum practicable extent with small and
small disadvantaged firms in accordance with the provisions of Public
Law 95-507. If a large business firm is selected, a small
business-subcontracting plan will be required prior to award. Response
