kellyj@ia-arng.ngb.army.mil. Synopsis: The Iowa National Guard wishes
to select an Architect-Engineer (A/E) firm for Type A, and B services
for an Indefinite Delivery, Multiple Disciplinary contract for projects
at the Iowa Air National Guard Bases, Sioux Gateway Airport, Sioux
City, Iowa and the Fort Dodge Air Station, Fort Dodge, Iowa. Typical
projects include, but are not limited to: HVAC retrofits, lighting and
electrical repair, remodeling, reroofing, and pavement, etc... Work
includes the production of designs, plans, drawings, estimates, and
specifications as required to execute construction projects and the
conducting of fact finding studies, surveys, investigations, and
economic analysis in support of design activities. Submittal of
electronic plans in AutoCadR14 is also required. The following are the
signigicant A/E selection factors and there relative order of
importance to the Government: Professional Qualifications, Specialized
Experience and Technical Competence, Capacity to accomplish work in
required time, Past Performance, Locationi, demonstrative Success in
use of recovered materials, Achieving Reduction and Energy Efficiency
in Designs, and Volume of Work with DOD projects. The estimated start
and completion dates for the A/E contract are 1 April 1999 to 31 March
2000, with the option to extend one (1) additional year, this request
has a minimum amount of $5,000 and a ceiling of $1,500,000 per year
with a maximum individual order limit of $300,000. The resulting award
will be an optional uses Indefinite Delivery/Indefinite Quantity
Contract for the National Guard contracting offices in the states
bordering Iowa for work on federal property or lease holds. A/E firms
shall be inelibible to compete for the A/E design contracts for which
they have developed the project book and/or statement of work. This is
not a request for proposal. Response to this notice must be received
in the Office of the United States Property and Fiscal Officer's,
Purchasing and Contracting Division, Camp Dodge, 7700 NW Beaver Drive,
Johnston,IA 50131-1902 by close of business, 4:30 p.m. local time, 15
