E -- WEST ROBINS HOUSING PRIVATIZATION PROJECT, ROBINS AFB GA SOL F09650-98-R-0207 POC Angela Thompson, Contracting Officer or Marty Ledden, Buyer, 912-926-9163 or 912-926-5110 ANNOUNCEMENT OF ISSUANCE OF FINAL SOLICITATION FOR THE WEST ROBINS HOUSING PRIVATIZATION PROJECT, ROBINS AIR FORCE BASE, GEORGIA -- PURPOSE: The Air Force will issue the FINAL solicitation for the West Robins Housing Privatization Project approximately 21 Dec 98. The solicitation (RFP # F09650-98-R-0207) and related documents will be posted on the internet at http://contracting.robins.af.mil/houspriv.ssi. The Robins housing goal is to provide access to safe, quality, affordable housing, in a community where military families will choose to live. The project involves a real estate transaction with the successful offeror under which the Government will contribute land and housing units by a conveyance of fee ownership, and provide funds in the form of a direct Government loan and/or Government limited loan guarantee of third party debt. In exchange, the successful offeror will obtain commercial financing needed to plan, design, develop, demolish (existing Wherry/Chapman units), construct (370 to 460units), renovate or replace (300 Hillside units), own, operate, maintain and manage a rental housing development for a basic requirement of 670 and up to 760 military families for approximately 30 years. The successful offeror will own the land and housing units. The military members will pay the successful offeror rent equal to the basic housing allowance for housing (BAH) minus 110% of reasonable gas and electric utility charges. Robins intends to satisfy this portion of its military housing need through selected use of the wide range of authorities provided in the Military Housing Privatization Initiative included in the 1996 National Defense Authorization Act, Public Law 104-106 (Title 10 USC, Sections 2871 -- 2885) instead of the traditional military construction program. See http://www.acq.osd.mil/iai/hrso/legis.htm on the Internet. The Military Housing Privatization Initiative permits the construction and renovation of housing units using "market standards." The project scope of 670 units includes demolishing existing Wherry/Chapman units and constructing 370 housing units within two years of contract award, and renovating 300 existing housing units within eight years of contract award. The project identifies the Government's desire to construct up to 90 additional housing units to reduce the Robins AFB housing deficit within two years of contract award and to replace the 300 existing units instead of renovating. Military ranks E-5 through E-9 (enlisted ranks) and O-1 through O-6 (officer ranks) are considered the most likely tenants to occupy this housing. Housing allowances for these ranks are the basis for determining the range of unit types provided and associated rent amounts. Military occupants will use part of their housing allowances to pay for electricity and gas utility costs. Robins AFB will use a "best value" strategy to encourage maximum flexibility in proposal development and to select the proposal that best realizes the Robins housing goal and demonstrates the private party's commitment to a long-term relationship with Robins Air Force Base.
