and Facilities at the Naval Air Warfare Center Aircraft Division
(NAWCAD) located at Patuxent River, Maryland has a requirement for
technical and non-technical support services under solicitation number
N00421-97-R-1385. Specifically, the mission of the Atlantic Ranges and
Facilities (AR&F) Department at the Naval Air Warfare Center Aircraft
Division (NAWCAD) at Patuxent River, Maryland is to provide the people,
skills, knowledge, processes, facilities, and equipment required to
provide safe, instrumented, controlled indoor and outdoor, flight and
ground testing services in the air, land and sea arenas. This includes
operations and maintenance of ranges, test facilities,
instrumentation, simulators, and stimulation labs. The effort, which
will be defined in a Performance Work Statement (PWS), requires both
non-technical and specialized technical and engineering capabilities.
The effort involves the operations and maintenance support to Range
Operations, Real Time Telemetry Processing, Time Space Position
Information (TSPI), Test Communications, Systems Administration, Aerial
Targets (Vandal and BQM), the Aircraft Combat Environment Test and
Evaluation Facility (ACETEF), Electronic Warfare and Radar Cross
Section, the Aircraft Launch and Recovery Facility, and direct
administrative support to the AR&F. These services are currently
performed by a Government and contractor workforce and a cost
comparison will be conducted, under OMB Circular No. A-76, Commercial
Activities Studies, to determine the most cost-effective mode of
operation. The Government is developing an in-house cost estimate and
a contract may or may not be awarded as a result of this process. If a
contract award is made, the award will be made in accordance with Part
I, Chapter 3, Paragraph H of OMB Circular No. A-76. Many of the tasks
require access to proprietary information, therefore FAR Organizational
Conflict of Interest Clauses will be invoked for this requirement. The
anticipated date for the release of thesolicitation is December 18,
1998. A site visit will be hosted on January 8, 1999. Interested
parties should submit their request to attend the site visit via e-mail
to by December 28, 1998. In order to ensure access to the base, this
request should include the name of the company and the name and social
security number of the individual attending the site visit. Limit one
person per company. Requests for copies of the solicitation must be
submitted via e-mail to LyonsMK@navair.navy.mil. No other form of
request will be honored (telephone, fax, etc.). Please include the
following information in your request: company name, address,
point-of-contact, telephone and fax number, and email address. No
solicitation documents exist at this time. All responsible sources may
request a copy of the solicitation, attend the site visit, and shall
be considered by the agency unless this synopsis is amended or
