Contract Action. Edwards AFB CA has a requirement for Variable
Stability Aircraft Support. The Government requirements are as follows:
familiarize student and staff members with various aspects of the
longitudinal, lateral, and directional modes of aircraft motion;
instruction includes dynamic stability, short period effect of changing
damping ratio, effect of changing frequency and effect of changing
stick force gradient; the contractor provided variable stability
aircraft (VSA) shall meet the following minimum requirements: have an
elevator, aileron, and rudder response capability equal to or greater
than 60 degrees per second; demonstrate short period mode natural
frequencies greater than or equal to 10 radians per second and Dutch
Roll mode frequencies greater than or equal to 5 radians per second;
Damping ratios capabilities shall vary from unstable configurations to
highly damped configurations. Normal accelerations capabilities shall
have as a minimum 2.5g; have the capability to perform simulated
operations handling tasks such as aggressive air-to-air tracking or
air-to-ground weapons release tasks; VSA shall have center stick and
side stick capabilities. The stick dynamics shall simulate friction,
preload, freeplay, nonlinear gradients, bobweights, align with the
capability to implement lead and lag stick command filters plus stick
command pure time delay; have data acquisition, recording, and
telemetry capability; have sufficient seating for a safety pilot, an
evaluation pilot, and at least one student/staff observer; have a
proven record of high reliability with quick maintenance turn around
capabilities that will support a minimum of two sorties per day; have
a transponder equipped with Mode 3C, and an UHF radio installed and
functional on each aircraft. The proposed contract action is for
services for which the Government intends to solicit and negotiate with
only one source (Calspan, Flight Research Group, 150 North Airport
Drive, Buffalo NY 14225-1436, phone (716) 632-7500) under the authority
of FAR 6.302-1(a)(1). Interested offerors must provide adequate
information describing their capability to meet the requirements stated
above to this office by 11 Dec 98. A determination by the Government
not to compete this requirement based upon responses to this notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
