Pearson, Contract Specialist, 202-324-2975 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-06. This solicitation is being issued under RFQ #90005. This is a 100% set aside for small business. The Standard Industrial Classification Code is 8299 and the business size standard is $5,000,000.00. This will be a firm-fixed-price contract with a base year and a one-year option. The FBI is in need of Leadership/Management training to be conducted on-site at 1000 Custer Hollow Road, Clarksburg, WV 26306. This curriculum shall include the following: A). Beginning -- a) leadership skills I -- one class of 20 students b) leadership skills II -- three classes of 20 students c) introduction to teams -- two classes of 16 students d) introduction to customer service -- one class of 20 students e) change management concepts -- two classes of 20 students f) project management -- one class of 20 students B). Intermediate -- a) leadership skills III -- three classes of 20 students b) conflict management -- one class of 20 students c) how to handle multiple priorities -- two classes of 16 students d) going for the win/win -- two classes of 16 students e) introduction to mentoring -- one class of 20 students f) problem solving -- two classes of 20 students g) intact work team -- five classes of 16 students h) basic budgeting for non-financial managers -- one class of 20 students C). Advanced Levels -- a) strategic leadership -- one class of 16 students b) strategic planning for the new millennium -- one class of 20 students c) managing organizational change -- one class of 20 students. Course dates to be determined with the awarded contractor. Instructor Requirements -- Instructors shall: a) provide resumes which include at least a bachelors degree and credentials demonstrating a minimum of two years documented experience in teaching related courses as set out above. b). provide three (3) references on previous contracts (commercial or government) in which the instructor and contractor have performed similar types of training. c). be able to pass a FBI security clearance d). include per diem and travel in the pricing . Deliverables -- a). provide all course materials and completion certificates for all participants who satisfactorily complete each course. b). provide a course curriculum and course syllabus. The evaluation criteria will be based on : a). course content or brochures that address the FBI's requirements as set forth in the solicitation. b). resumes which include the educational background and credentials of instructors and project management of the company that have performed this type of training as stated in the requirements. c). cost.
