DAAH01-99-R-0008 WHICH IS CANCELLED. This solicitation is for
commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and a
written solicitation will not be issued. The RFP and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-06. This solicitation is competitive, restricted to
small businesses. The Standard Industry Code (SIC) is 3841, number of
employees is 500. The requirement is as follows: 1. SCOPE: This
purchase description covers a dosimetry grade x-ray calibration system.
2. COMPONENTS: The x-ray system shall include the following: a. X-ray
tube b. High voltage generators c. Cooling system d. Shielded enclosure
e. Beam shutters f. Filter assembly (3 each) g. Safety system h. Rail
system with movable exposure table i. Control console j. Computer
Control System k. Transmission Chamber l. Electrometer. When assembled,
the components shall form a complete 320 kilvolt (kV) constant
potential (cp), high stability x-ray calibration unit. 3. PURPOSE: The
X-ray calibration system will be used in the Primary Radiation
Standards Center to (1) calibrate x-ray detection instrumentation for
U.S. Army hospitals and medical activities worldwide as well as survey
instruments and dosimeters used in support of recently fielded DA
non-destructive test equipment (NDTE) x-ray systems. 4. SALIENT
CHARACTERISTICS: The x-ray system shall incorporate the following
salient characteristics, which are essential to the needs of the
Government: a. X-ray Tube. (1) The X-ray tube shall be a double focus
tube and shall be a double pole tube with stationary anode and oil
insulation. It shall have a minimum 2 mm thick beryllium (Be) window
and no more than 4 mm Be or Be equivalent total inherent filtration.
The full solid angle of the emergent x-ray beam shall not exceed 20
degrees. (2) The tube head shall have minimum ratings of 320 kVcp and
13 milliamperes (mA) on a 4.5 mm focal spot, and 320 kVcp and 3 mA on
a 1.2 mm focal spot. (3) The tube shall be designed for protection
against leakage radiation. b. High Voltage Generators. (1) The unit
shall include two high voltage generators, one furnishing a minimum of
-160 kVcp to ground, the other furnishing +160 kVcp to ground. The
generators shall be voltage-doubling with smoothing capacitors and
solid state rectifiers. The high voltage generating components shall be
oil immersed in rugged steel tanks. (2) A solenoid grounding system
shall be provided to automatically ground any electrical charge
remaining in the capacitors and cables when the entire unit is turned
off. (3) The generators shall be supplied with interconnecting cables
to the control panels/console. (4) High voltage ripple shall not exceed
70 volts peak-to-peak at maximum system output. (5) External means of
monitoring kV and mA shall be provided. (6) A 1500 Hz regulated
filament power supply shall be provided to minimize modulation of the
x-ray output due to filament intensity variations. (7) High voltage
cables shall be provided which are shockproof and which shall be
provided with special rubber cone plugs and snap-type locks. The cables
shall be interchangeable (capable of being used for either anode or
cathode connection). A means of locking the high voltage cable ends to
their plugs shall be provided in order to prevent unauthorized
personnel from removing cables. Two protective terminal caps shall be
provided with each cable. c. Cooling system. An oil-to-water heat
exchanger to cool the x-ray tube head shall be provided. Water lines
used to connect the heat exchanger to the facility water supply shall
be provided. d. Shielded enclosure. A rectangular shielded enclosure
constructed of lead lined steel, which will completely enclose the
x-ray tube head and head mounts, shall be provided. The enclosure shall
limit leakage radiation from the tube head to less than 0.5 mR/hr at a
distance no greater than 5 cm from any part of the enclosure's
exterior surface when the tube is operating at maximum rated kVcp and
mA. The enclosure shall be configured such that the x-ray tube head is
mounted within with its long axis horizontal to the floor and the
x-ray beam port is 150 cm above the floor. e. Beam shutters. Two beam
shutters, a safety shutter and a high-speed shutter, shall be provided.
During normal operation, the safety shutter shall open first, followed
by the high-speed shutter. At the end of the exposure, the high-speed
shutter shall close, followed by the safety shutter. Both shutters
shall immediately close upon power-down of the system. (1) Safety
shutter. The safety shutter shall be mounted inside the shielded
enclosure. When closed, it shall limit the intensity of the useful beam
to less than 0.5 mR/hr at a distance 5 cm from the front surface of the
shutter for the maximum rated kVcp and mA. It shall move from fully
closed to fully open (and vice versa) in 1.0 second or less. (2)
High-speed shutter. A digitally timed high-speed shutter, used to
control the exposure period, shall be mounted between the safety
shutter and the tube head. The shutter shall move from fully closed to
fully open (and vice versa) in 0.25 +/- 0.01 second. f. Filter
assembly. Each filter assembly shall include at least 10 slots, each of
which will hold a set of filters. The assembly shall be mounted to the
front surface of the shielded enclosure. The assembly shall rotate
such that the selected filter combination will be positioned directly
in front of the x-ray beam port. The slots shall be designed such that
they can hold filters of 8.3 cm diameter ranging in thickness up to
25.0 mm. g. Safety system. The x-ray system shall be provided with
thefollowing safety features: (1) A SCRAM control located within the
room containing the tube head which will enable power down of the
system when activated. (2) A door interlock which will immediately
close the safety shutter when the door to the x-ray room is opened. The
shutter shall not be able to be re-opened until the door is closed and
the interlock system reset. Interlock system reset shall be
accomplished from the control console. 3) An EMERGENCY OFF control to
be located on the control console which will shut the system down when
activated. (4) Warning lights on the control console and at the entry
door to the x-ray room which will indicate when high voltage is on the
x-ray tube and when the safety shutter is open. (5) Audible pre-warning
signals when (1) high voltage is applied to the tube and (2) when the
shutters are opened. h. Rail system with movable exposure table. A
remotely positionable exposure table which will hold instrumentation
and dosimeters to be irradiated shall be provided. The table shall ride
on a track which will in turn be mounted on a platform built into the
floor of the x-ray room (already in place). Track length shall be at
least 5 meters but shall not exceed 6 meters. The platform consists of
two heavy-duty aluminum rails with centers 75 cm apart. Table distance
from the face of the x-ray tube window shall range from 50 cm to at
least 550 cm. The table shall be height adjustable from the centerline
of the radiation beam to at least 30 cm below the centerline and
laterally adjustable to at least 25 cm either side of the beam
centerline. Table positioning in all three axes (distance, height
adjustment, lateral adjustment) shall be within 1 mm of selected
position. Dimensions of the table surface shall be at least 30 cm x 40
cm. Table positioning in all three axes shall be accomplished from the
control console. i. Control console. A control console, enabling remote
operation of the x-ray system and monitoring of x-ray system status,
shall be provided. The console shall include a keyed switch for turn-on
and normal turn-off of the system. It shall include an EMERGENCY OFF
control for emergency shut down of the system. Other specific
requirements for the control console are as follows: (1) The console
shall include controls enabling the operator to set and apply tube kV
and mA. Voltage shall be selectable from 10 kV to 320 kV in 0.1 kV
increments. Kilovoltage accuracy shall be better than +/- 1 percent of
set value. kV drift as a function of temperature shall not exceed
0.005 percent. Current shall be selectable from 0.1 mA to 13.0 mA in
0.05 mA increments. Current accuracy shall be better than 0.2 percent
of set value. The console shall include a display which indicates set
and actual kV and mA. kV display resolution shall be 0.1 kV and mA
display resolution shall be 0.1 mA. (2) The console shall include a
control whereby the operator may select the filter to be used. The
console shall include a display indicating filter in use. (3) The
console shall include controls whereby the operator may position the
exposure table. The console shall include a display indicating table
position in all three axes. (4) The console shall include controls for
opening and closing the safety and high-speed shutters. The console
shall include an automatic reset, six digit exposure timer to count
from 0 to 999.999 minutes in .001 min increments for control of the
high-speed shutter. The timer shall be capable of preset or manual
control of exposure time. The timer shall have a time-out feature that
will enable an irradiation interrupted by closure of the safety
shutter during either preset or manual operation to be resumed and
completed upon reopening the safety shutter. The timer shall begin
counting down from the indicated pre-set exposure time when the
high-speed shutter is in the fully open position. When the timer
reaches zero, x-ray exposure is terminated. (5) The console shall
include a control whereby the operator may select the tube focal spot
to be used. Focal spot in use shall be displayed on the console. (6)
Console controls shall include protective interlocks to prevent
equipment damage from loss of coolant flow, excessive voltage or
current, or prolonged exposure periods. Controls shall not allow
selection of operation outside the system's rated capacity. (7)
Automatic warm-up sequences selectable from the control console shall
be provided to correctly energize the x-ray tube when the system is
cold. At least three programs shall be provided to accommodate various
system down times (day, week, month). The appropriate mode shall be
automatically selected based upon battery-backed real time clock.
Manual override shall be provided for this feature. (8) The console
shall include a control whereby either manual or computer control of
the x-ray system may be selected. j. Computer Control. The x-ray system
shall be capable of being controlled by an IBM-compatible computer
using the latest processor chips in a Windows based environment, which
is to be included with the system. k. Transmission Chamber. The
transmission chamber will be attached to the filter/aperture assembly.
The chamber will be connected to an electrometer and will be used to
measure the strength of the radiation beam. l. Electrometer. The
electrometer will be used for collecting measurements from the
transmission chamber. A mechanism will be provided to allow
communication between the computer and electrometer. m. General
requirements. (1) The system shall be operable on 208 volt three phase,
60 ampere AC power and shall require no additional line conditioning
against noise or transients for operational compliance with
specifications. Appropriate electrical/mechanical protection devices
shall be provided to preclude equipment damage due to overloads and
component failures. (2) The contractor shall provide all cables and
accessories required to enable proper operation of the x-ray system in
accordance with these specifications. The control console will be
located approximately 50 feet from the tube head. The high voltage
generators and heat exchanger will be located no more than 20 feet from
the tube head. k. Installation and training. The system shall be
installed and made fully operational in the Primary Radiation Standards
Center, Redstone Arsenal, AL by the contractor. The contractor shall
provide training in the operation and maintenance of the system. The
contractor shall provide operation manuals for system elements.Proposal
is firm for 90 days unless otherwise stated. Required delivery is 90
days after contract award. Earlier delivery is acceptable and desirable
at no additional cost to the Government. Inspection, acceptance, and
FOB are destination: Redstone Arsenal, AL. An evaluation shall be
performed to determine if each proposal is technically acceptable. A
technically acceptable proposal must clearly show that the offeror can
meet the minimum requirements of the Government. Each proposal will be
reviewed to assure that each function included in the requirement is
addressed in the proposal. Therefore, each offeror must respond to each
functional requirement of the specification. The Government intends to
award a contract resulting from this solicitation to the responsible,
responsive, technically acceptable and lowest priced offeror whose
offer conforms to the solicitation and will be most advantageous to the
