In addition, manuals, training and installation of total FTIR/FT-Raman System will be required. This system will be used to characterize the surface properties of samples relevance to the mission of NAWCWD, which include polar polymer films for electro-optic devices, polymer films for chemical sensor devices, and chemical vapor deposited films. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302, using FAR Part 12 procedures. The contractor demonstrates unique qualifications such as; a) only Nicolet FTIR spectrometers can interface with the existing Spectra-Tech IR Plan Research Infrared Microscope (RIRM), b) only Nicolet can collect data from and operate the existing Nicolet 710 FTIR spectrometer with a new PC data system, c) the existing Nicolet 710 FTIR spectrometer and the new PC data system require Nicolet proprietary circuit boards and software in order to operate, d) only Nicolet offers a high resolution FT-Raman digitized spectral library with over 14000 spectra of compounds from the proprietary Nicolet/Aldrich FTIR Condensed Phase Library, and e) only Nicolet has Raman/IR Linked Search capability for performing a combined search of data run by FT-Raman and FTIR.
