Treasury, Departmental Offices, located at 1500 Pennsylvania Avenue,
NW., Washington, D.C., 20220, is seeking a contractor to provide all
labor, materials, equipment and supervision to clean, repoint, repair,
repatinate, and relacquer the Albert Gallatin and Alexander Hamilton
bronze statues and their masonry pedestals. More specifically, the
contractor will be required to: (1) conserve the bronze surface of the
sculptures, "Alexander Hamilton" and "Albert Gallatin," which will
include but is not limited to (a) the removal of surface dirt, grime,
accretions, and loose corrosion products through a method that will
produce a stable and clean surface suitable for repatination and
coating; (b) removal of the paint and loose corrosion from the
Alexander Hamilton statue to allow for the application of the
patination and coatings; (c) restore the patination of the cleaned
surface to a dark reddish color to produce the overall effect of the
original coloration; (d) remove bronze letters and decorative elements
from base during cleaning of masonry; upon completion of cleaning,
reinstall and replicate any missing letters or decorative elements and
regild; (e) preserve the repatinated surfaces through the application
of a protective coating and paste wax; (f) install protective covering
for the bronze statue, lettering and granite base during all other work
activities. (2) Conserve the Hamilton and Gallatin statues masonry
pedestals which will include but is not limited to (a) clean the
granite surface with an approved cleaning method that will include a
pre-wetting, prewashing, cleaning, and removal of cleaning residue; (b)
conserve and stabilize deterioration to the granite surface through
methods using professionally approved conservation materials.
Evaluation criteria for the conservation of the Alexander Hamilton and
Albert Gallatin statues: Experience in the past six (6) years in the
field of historic sculpture conservation as follows: (a) in the
conservation of bronze statues of a comparable design and composition
as the Treasury statues; (b) in the related conservation of stone
masonry pedestals similar to the Treasury masonry pedestals; (3) in the
replication and reattachment of missing elements including metal
letters and ornamentation as well as stone. A site visit for all
prospective offerors is scheduled for 01/05/99 at 1:00 P.M. Requests

for this procurement is 8999. The Small Business Size Standard is $5
Million. This procurement is set-aside for any responsible small
