for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE
BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation number RFQ EASC 99-30 is issued as a request for
quotations. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-02.
This procurement action is full and open. The associated standard
industrial classification code is 1731. A firm is a small business for
the purpose of this requirement if it employs less than 1,000
employees. The National Climatic Data Center intends to upgrade their
telephone system to the Comdial DXP or equivalent, and replace their
existing voicemail/intercom with a 12 port system. Their current system
utilizes 300 phone lines. Ninety of the lines are for Comdial multi
line digital phones, 160 of the lines are analog single line phones and
the remaining 50 lines are fax, modem or computer data lines. The 50
existing lines utilized for fax, modem and computer data lines will not
be involved in the system upgrade. The following upgrades are required:
The Contractor shall replace 160 single line analog phones with single
line digital phones and upgrade the existing Automatic Call
Distribution system to a faster and more efficient unit capable of
handling up to 48 agents. The current system is spread over five floors
with the majority concentrated on the 4th and 5th floors. Main system
requirements include: Replace main CPU complex -- new power supply --
remote maintenance modem, Two expansion cabinets, Necessary digital
station boards, T1 interface boards, etc., 160 single line digital
phones with voicemail/intercom capability, Battery backup, 12 port
digital voice mail system. Complete system shall be Y2K compliant.
Voice mail requirements include: Automatic notification of new mail,
Capacity for three outgoing messages, Option for caller to dial by
agent name if the caller doesn't know the extension number, Immediate
access to transferred voicemail messages, Capability to access by
outside lines. Automatic Call Distribution system requirements: 586 or
better PC with 17" or larger monitor, 3.5" floppy drive,
un-interruptible power source. Automatic Call Distribution system
features shall include displays for traffic, grade of service, agent
status and individual agent activity, Management reports, Automatic
shift to day-night mode, Delay announcements, Log in/out by user
password, Automatic reboot after system failure, Capacity for up to 48
agents, Customer access to agents mail after normal business hours,
and Remote reprogram capability for outgoing messages.
Maintenance/service calls: Four hour response time for major outages,
24 hour response time for routine maintenance, 5-7 days response time
for move or equipment changes. Warranty: Two year warranty on all new
installed equipment, One year warranty on labor. A two day training for
the new Automatic Call Distribution system shall be conducted one week
prior to upgrade. A site visit is scheduled on December 21, 1998 at
10:00 a.m. at the National Climatic Data Center, Asheville, North

172. Delivery and acceptance point is the U.S. Dept of Commerce/NOAA,
National Climatic Data Center in Asheville, North Carolina. Work must
be accomplished after business hours (weekend) between 5:00 p.m. on a
Friday and 8:00 a.m. the following Monday. All work shall be completed
by March 1, 1999. This award will be based on price, past performance,
and quality. Vendor shall include a description of current and past
work of a similar or identical nature in such a manner that an
evaluation can be made of the performance history and the relevance of
this experience to the requirements of this solicitation. Vendor shall
include phone numbers, contacts, and any other information necessary to
verify credentials. Quotes shall include a price breakdown as follows:
Line Item 1-Work, Line Item 2-Maintenance, Line Item 3-Warranty. The
anticipated purchase order will be fixed price. The provisions at
52.212-1, Instructions to Offerors-Commercial applies to this
acquisition and there are no addenda to this provision. The provisions
at 52.212-2, Evaluation-Commercial Items, applies to this acquisition.
Quoters shall include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications-Commercial Items, with its
offer. Far clause 52.212-4, contract Terms and conditions-Commercial
Items, applies to this acquisition and there are no addenda to this
provision. FAR clause 52.212-5, Contract Terms and Conditions Required
