Facilities Service Description (2): This notice provides additional
information beyond that which was previously published 20 Oct 98 in our
Market Survey/Sources Sought synopsis on the CBDNet. The Industrial
Operations Command (IOC) has a requirement for services:
Demilitarization and Renovation of Conventional Ammunition, Ammunition
Supply Depot Operations, MILVAN Repair and Tenant Support. The work is
currently performed at the Hawthorne Army Depot, Hawthorne, Nevada. The
solicitation will include a performance based statement of work that
will allow offerors considerable latitude to propose innovative
approaches, based on their expertise and experience. Under the auspices
of the Armament Retooling and Manufacturing Support (ARMS) Act, the IOC
anticipates providing rent free use of the Hawthorne Army Depot via a
no-cost Facilities Use Contract if an offeror desires to use the depot
to satisfy the IOC's requirements. The no-cost Facilities Use Contract
will require maintenance of the government-owned facilities that the
contractor intends to use. Hawthorne Army Depot is located in the west
central part of Nevada close to the California state line. It is
approximately two hours southeast of Reno on US Highway 95. FACTS: Area
Leased/Owned (Acres): 147,000 Floor Space: 7.6M Sq. Ft. Buildings: 178
Igloos: 2,427 BRIEF HISTORY: Established in early 1930 after the Lake
Denmark, New Jersey explosion which injured hundreds in nearby towns.
Employment was at its highest at 5,625 in 1945. Converted to
government-owned, contractor-operated (GOCO) on December 1, 1980. The
Western Area Demilitarization Facility located at Hawthorne is the
premiere resource recovery and recycling center of conventional
ammunition. Hawthorne has an ammunition surveillance program and is a
Tier II cadre site that maintains additional war reserve stocks.
Hawthorne covers approximately 226 square miles, providing ample room
for expansion, and is divided into three ammunition storage and
production areas, plus an industrial area housing command headquarters,
facilities engineering shops, etc. HWAD claims to be the "Worlds
Largest Depot" and is the largest industrial activity in the state of
Nevada. Tier II facilities store War Reserve ammunition to be used
after the first 30 days. They are partially staffed in peacetime, but
would increase staffing when needed. The IOC is holding a
presolicitation conference on 12 Jan 99 at 1:00 pm Pacific Standard
Time, at Hawthorne Army Depot, Hawthorne, Nevada. The plant tour will
commence on 13 Jan 99. There may be multiple tours based on the number
of interested personnel. Interested parties are invited to attend-
attendance is limited to three personnel per firm. Please provide the
following by electronic mail to wises@ioc.army.mil not later than 24
Dec 98: name of your firm, name and title of attendees, who will
participate in the plant tour, and an electronic mail address to which
we may mail our past performance questionnaire. Questions generated
during the presolicitation conference and plant tour will be submitted
in writing. The questions and answers will be posted on the web at the
following site under the title Depot/Demil 2000:

conclusion of the plant tour, offerors will have until 18 Feb 99 to
electronically submit industry concept papers. We are interested in
