Health, National Cancer Institutes(NCI), Division of Clinical Sciences
intends to contract on a sole source basis with Dr. C. Norman Coleman,
JCRT Harvard Medical School, 330 Brookline Ave., Boston, Ma. 02215, for
consultant services to the NCI Division of Clinical Sciences (DCS).
DCS's mission includes conducting basic and clinical research to
improve the understanding of cancer, which translates fundamental
research to the bedside in a bi-directional manner through the
development of novel models and new paradigms for carrying out
translation research. The DCS accounts for approximately 80% of all
clnical trials in NCI, and approximately 40% of all Clinical Center
activity at the NIH. DCS must develop strategic goals and plans for
attracting patients to clinical trials sponsored by the NCI. Dr. C.
Norman Coleman has been selected as the Chief, Radiation Oncology
Branch(ROB), NCI. This selection resulted from a competitive nationwide
search under the auspics of the NCI HumanResources Relations Branch.
His appointment will not be effective until July, 1999 and this
proposed consultant agreement will provide NCI with an opportunity to
obtain advice and consultation on the functions and structure of the
ROB. Dr. C. Norman Coleman is the only source for this project, as
demonstrated by a nationwide search. However, if any interested party
believes it can perform the above work may submit a statement of
capabilities. The statement of capabilities and any other information
furnished must be in writing and must contain material in sufficient
detail to allow NCI to determine if the party can perform this
requirement. Capability statements must be received in the contracting
office by 2:00 p.m. EST, on Dec. 21, 1998. For further information or

proposed requirement based upon responses to this notice is solely
