609-562-6933. The US Army Reserve intends to award a sole source, small
business set-aside, contract to SY Technology, Inc. pursuant to 41 USC
253(c)(1): Only one responsible source and no other supplies or
services will satisfy agency requirements. This procurement is to
provide the Officer of the Chief, Army Reserve, the United States Army
Reserve Command, and the Army Reserve Personnel Command with the
expertise in the performance of several major bi-annual Army-wide and
Army Reserve-wide milestones. The tasks include all the review,
development, coordination, analysis, and program management support
related to the activities performed under a delivery order type
contract. The contractor will provide expertise for the Army Reserve's
participation in the Army's force integration and management, AC/RC
integration, training, human resourcesment, AC/RC integration,
training, human resources management, programming and budgeting
processes. SY Technology, Inc., represents a unique source for the
technical integration expertise the Army Reserve requires to meet goals
and objectives set forth by the Army in the Mission Task Organized
Force (MTOF) development processs. The MTOF development process will
determine those requirements over 47 different major theatre warfare,
peacetime intervention, humanitarian assistance, and other small- scale
contingency operations scenarios. The MTOF process will be used, by
both the Army and the Army Reserve, to form their baseline strategies
and their force structure, personnel, training, and resourcing inputs
(and justification for those inputs) for future Defense Planning
Guidances, future TAAs, and the next Quadrennial Defense Review (which
will begin in the Spring of 1999). The U.S. Army Reserve believes that
SY Technology, Inc. has a unique perspective on Army Reserve force
structure, training requirements, personnel management, and budgeting
processes which, in conjunction with their experience and involvement
in the daily operation of the Army's TAA, AC/RC integration, training,
and personnel management processes, makes them uniquely qualified to
perform these tasks. Response to this notice will be the basis to
determine whether bonafide competition exists and whether a
solicitation issued on the basis of Full and Open Competion is
appropriate. Only written requests are acceptable. Firms must submit a
capability statement and all pertinent information identifying their
capability to satisfy the Government's requirements. This information
will be considered only if clear and convincing documentation,
including technical information is received by this officer by 15
December 1998. No solicitation document is available. A request for
