The main objectives of this procurement are: (a) develop a pre-disaster mitigation strategy for public awareness, education, outreach, and media relations, to reach businesses, communities, individuals, and government officials, and (b) conduct a public awareness campaign aimed at pre-disaster prevention and preparedness information. Specific requirements involve: (A) Project development and market research which includes providing expert professional services to support the Project Impact activities related to message development, identification of target audiences, and evaluation of impact strategies to achieve mission goals. (B) Video production services which includes researching and obtaining footage for video projects; taping and editing specific task and/or events of interest to Project Impact; editing services; development of treatments of videos; studio editing services; final transfers and licensing; and B-roll for use by network and affiliate news media as well as cable stations. (C) Video monitoring which includes providing stand-by monitoring service to search and capture material broadcast about the Agency that supports the Project Impact initiative. (D) Graphic development which includes providing creative work in such areas as development of a logo and Project Impact publications; designing, coordinating, and printing of labels for pilot events; designing, coordinating and production of banners, displays and backdrops; researching photo usage options for Project Impact reprints; graphic mechanicals and/or illustrations for use in publications, pamphlets, brochures, banners, flyers and other printed materials; and development of graphics for use in electronic files, such as those posted on internet web sites. (E) Strategic planning to include participation in strategic planning meetings and general brainstorming sessions for Project Impact activities including media outreach, pilot community support, promotion of publications, and development of supporting materials; (F) publication, presentation and training development to include the development of brochures and other related products, such as an Internet version of the Project Impact publications, and development and/or delivery of presentations and training programs. (G) Photographic support to include providing professional photographic services including processing and printing in commercial and custom formats. (H) Development of media magazine placements and strategy to include the identification of magazines and securing article placements. (I) Providing services for event planning and project management. A five year cost reimbursement task order contract is anticipated.
