Development (USAID) Mission in Panama is seeking applications (Standard
Form 171 or OF-162) from an interested individual to work under a
Personal Services Contract (PSC) as Supervisory, General Development
Officer. The USPSC Supervisory, General Development Officer, Chief of
the Office of Sustainable Development will report directly to the
Mission Director, and will be responsible for planning and managing
assignments independently, coordinating and scheduling all activities
to ensure that the overall goals and objectives of the OSD are
achieved. The Office of Sustainable Development (OSD) combines both
staff and technical functions covering six distinct technical areas:
Economic Policy and Public Sector Development, Private Sector
Development, Administration of Justice, Municipal Development, Private
voluntary/Non- Governmental Organization (PVO/NGO) Development, and
Natural Resources Management as it relates to the Panama Canal
Watershed (Responsibility forthe Panama Canal Watershed environmental
team and its functions is tentative pending of the USAID/Panama
organizational changes). Applicants may be U.S. citizens and U.S.
residents only. This positions has been classified at a U.S. Government
GS-15 level, which has a salary range of U.S. Dollars ($72,525-$94,287)
per annum. The actual salary of the successful candidate will be
negotiated within this range depending on qualifications and previous
earning history. The Contractor should 1) Possess at least a Master's
Degree in Economics and/or International Relations, environment,
natural resources, or related field. 2) Demonstrated ability to speak
and read Spanish (S-3/R-3) along with strong interpersonal skills
needed to interact with senior level U.S. and GOP officials. 3)
Experience in the assigned fields of activity (at least five years) and
the ability to analyze and to adapt prior knowledge and experience to
meet requirements imposed by country and Mission conditions. He/She
should also demonstrates initiative, resourcefulness, and ability to
independently perform work of considerable difficulty and
responsibility. Previous USAID experience is highly desirable.
