The intent of the study is to determine the most efficient and cost effective method of providing logistical support services in the Logistics Division of the Readiness Business Center at Fort Bragg, NC. This notice does not constitute a committment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. Requirements include the following major functional areas, subject to change depending upon mission requirements: Logistics Supply and Service, Materiel Maintenance (ground and aviation), and Transportation. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the Request for Proposal. RFP issuance date will be o/a March 99. Any resultant contract will have a performance period which includes phase-in and a base year with four option periods and contract type is anticipated to be cost plus award fee. A complete proposal for phase in/phase out, technical/management (for each functional area), and quality control will be required as well as past performance information and cost proposal. SIC is 8744 with small business size standard of $20.0 million. This is not a request for proposals and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Market research is concurrently being conducted to determine interest and capability of potential sources for this requirement.
