synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. This announcement/solicitation is
issued as N00102-99-Q-1039 and incorporates provisions and clauses
effective through Federal Acquisition Circular 97-09. This acquisition
is reserved exclusively for Small Business Concerns; the standard
industrial classifications (SIC) code for this acquisition is 7359 and
the small business size standard is $5 million in annual receipts.
Rental of four, self-propelled, narrow base, 60 foot, hydraulic boom
lifts. Delivered to Norfolk Naval Shipyard, Portsmouth, VA by 06 Jan
1999 and picked up again on scheduled completion of 22 Mar 1999. Total
rental period 11 weeks and the rate will be fixed regardless of the
hours used. Equipment to be gas operated, with a 60-foot platform
height, capable of pitching and pivoting. Lifts shall be capable of
being lowered into a drydock by a crane without special handling gear.
Each vendor will provide with their quote, a sketch for each type of
unit, which includes lifting/rigging configuration, weight, and center
of gravity location. The vendor shall maintain a stringent maintenance
program and be responsible for all routine maintenance, except for
daily checks of liquid levels and provide a 48-hour notice prior to any
required preventative maintenance on site. In the event of a breakdown,
service shall be provided within four hours of notification. If any
equipment cannot be returned to service within twelve hours, it shall
be replaced. The following clauses/provisions from the Federal
