National Forest is soliciting proposals for Desert Springs Seed Orchard
Irrigation on the Paisley Ranger District of the Fremont National
Forest. This project will require the development of complete design
plans and specifications, as well as the construction of an irrigation
system for an 80 acre seed orchard. The major function of the orchard
will be the production of conifer seed. The 80 acre orchard is 2640'
X 1320' and is set up on a grid of 15' X 30'. The trees will be 15'
apart within rows running east and west, with 30' between rows. The
trees will be arranged in six blocks that range in size from 3.7 to
16.5 acres. Due to limitations of the well, the orchard will be divided
into logical units so that each block can be watered independently. At
times it will be necessary to irrigate certain parts of the orchard
and not others. Estimated price range is between $100,000 and $250,000.
The solicitation will be issued in 2 phases. The first phase calls for
proposers to submit a previous orchard irrigation design and
installation that displays their ability to meet the requirements of
this project. Proposals will be evaluated according to the criteria in
the solicitation to narrow the field of proposers to 5 or less. Those
5 proposers will then be required to submit an initial draft design of
the specific project along with their price proposal for design and
construct. Draft design and prices will be evaluated to determine the
best value to the Government. Estimated issue date is December 22,
1998, and estimated open date is January 26, 1999. Approximate start
work date is June 15, 1999. This is a total small business set-aside.
