will issue Invitation for Bids for the construction of PERRY CREEK
FLOOD PROTECTION, PHASE 2, SIOUX CITY, IOWA. Bids will be opened on or
about 28 January 1999. This solicitation is unrestricted and open to
both large and small business participation. Contractors interested in
inspecting the site of the proposed work should contact the Larry
Fisher, Corps of Engineers, 320 6th Street, Rm. 312, Sioux City, Iowa,
51101. Telephone (& Fax) 712-255-0681. The work will include the
following: (Approx. quantities) The work consists of furnishing all
plant, labor, materials, and equipment and performing all work for
construction of 1362 linear feet of a 50 foot wide by 16.5 foot high
buried (covered) concrete conduit structure. The work will require
demolition of the existing buried conduit, which approximately follows
the alignment of the new conduit. Construction of the concrete conduit
will require excavation and backfilling of soils, installation of auger
placedgrout piles, and placement of compacted granular materials. Work
will also include construction of railroad bridge abutments integral
with the conduit walls, relocation of a 60 foot span steel through
girder railroad bridge which crosses the conduit onto the new
abutments, and 2200 LF of railroad roadbed at the bridge (the railroad
will construct the track). Other work items include removal of
pavement, removal of abandoned utilities, construction of excavation
shoring, construction of a pedestrian underpass, storm sewers, asphalt
paving, landscaping, and other miscellaneous site work. Completion of
the work will require diversion of Perry Creek stream flows from the
existing conduit to the new conduit. Construction of the adjacent Phase
3 portion of the conduit will be concurrent with Phase 2 construction.
The estimated construction cost of this project is between $7,500,000
and $10,000,000. Contractor's Quality Control will be a requirement in
this contract. Large business concerns submitting bids for services
exceeding $500,000 or for construction exceeding $1,000,000, shall
comply with Federal Acquisition Regulation 52.219-9 regarding the
requirement for a subcontracting plan. The U.S. Army Corps of Engineers
considers the following goals reasonable and achievable for fiscal year
1998: (a) Small Business: 61.2% of planned subcontracting dollars. (b)
Small Disadvantaged Business: 9.1% of planned subcontracting dollars.
(c) Women Owned Small Business: 4.5% of planned subcontracting
dollars. The Contractor will be required to commence work within 10
days after notice to proceed and complete the work 760 calendar days
after receipt of Notice to Proceed. Provisions will be included for
liquidated damages in case of failure to complete the work in the time
allowed. Performance and payment bonds will be required. The plans and
specifications are available on Compact Disk (CD-ROM) and will be
provided free of charge. It has been determined that the number of
Compact Disks be limited to one (1) per firm. Plans and Specifications
will not be provided in a printed hard copy format. Contractors may
