synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulations document (FAR) subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation: proposals
are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation number 6TSA-99-CRG-0033 is being issued as a request for
proposals (RFP). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
(FAC) 97-08 Telephone services for Federal agencies. Telephone services

Concerns having the ability to furnish the following services are
requested to give written notification no later than 12/24/98. GSA is
seeking potential bidders to provide maintenance with associated
support services for NEC 2400 and NEC 2000 PBX systems in a six state
region including: Colorado, (10) NEC 2400s (5509 ports) & (1) NEC2000
(112 ports); Montana, (3) NEC 2400s (1568 ports); North Dakota, (no
existing systems); South Dakota, (1) NEC 2400 (534 ports); Utah, (1)
NEC 2400 (800 ports) and Wyoming, (1) NEC 2400 (331 ports). All
locations employ digital (T1) local (Digital Switched Service or
Primary Rate Interface) and Federal Telephone Service (Primary Rate
Interface) trunking facilities. Station ports include a combination of
analog and digital lines, with Dterm II, III, and Series E proprietary
equipment. Vendor coordinates with local and FTS carriers for prompt
identification and resolution of repair problems. Local warehousing of
maintenance spares for critical and high usage components is
essential. The proposed mandatory minimum requirements for bidding this
project: 1. Performs all maintenance as needed on an "On Call" basis
for sites outside of Denver.2. Provides 100 hours per year of overtime
for speckle projects and MAC's at no additional charge to GSA. 3.
Provides an "On Site" agreement that dedicates a 40 hour per week
technician to a site or multiple site environment. The "On Site"
technician reports to the designated customer manager for direction on
all maintenance and MAC activities via a single toll-free number.
Includes all repair and return of components. All MAC activities
performed at no additional charge during duty hours (labor only, not
including parts) for Denver locations. 4. Reduced the moves, adds and
changes hourly labor rates. 5. Includes repair and return of all
covered components (including telephone instruments). 6. Includes all
necessary hardware, installation, testing, required for system
monitoring. 7. Provide a single central location that is staffed 7 X 24
with remote Diagnostics & Alarm Clear capabilities to perform PBX and
voice mail alarm monitoring trouble clear and dispatch. 8. Automatic
escalation for all service issues from providers national control
center. 9. Emergency serviceincluded 7 X 24. Response within 30 minutes
(2-4 hour on site response when trouble cannot be cleared remotely).
10. Non-emergency maintenance repair (within 8 business hours) 11.
Provide PBX and associated application engineering and support as well
as sales and marketing support for GSA and their customers. 12.
Includes a preliminary site visit and formal introduction to end users
of locations listed. 13. Provides a single point of contact to act as
account manager. 14. Provides a single toll-free telephone number to
report all troubles, and MAC's. 15. Maintains a record of all calls to
the National Control Center on a "Site-by-Site" basis. 16. Standard
long-term (3 to 5 years) maintenance contracts. 17. Provides standard
verbiage allowing GSA to cancel agreement due to non-compliance with
SLA's (Service Level Agreements) with 30 days written notice. 18.
Performs System audit (well check) to determine equipment functionality
and parts status prior to scheduled start date with report to customer.
19. Assigns primary and secondary technicians to specific locations.
20. Includes all moves, adds and changes for Denver locations based on
a 40 hour work week at no additional charge. 21. Vendor must be a
licensed distributor for the NEAX 2400 Integrated Multimedia exchange
digital PBX with unrestricted access to NEC technical support
facilities (provide dealer number and NEC contact name and telephone
number for verification). 22. Full factory support. 23. Vendor must
perform preventive maintenance requirements. 24. Vendor must provide
manufacturer certification for voice mail systems supported (i.e.:
Octel, NEAXMail, etc.) 25. Vendor must monitor system(s) remotely 7
days per week / 24 hours per day. 26. GSA will accept bids on one or
all sites in the above-mentioned 6 state region. The proposal for
bidding this project may include the following options: 1. Provides an
existing Customer Satisfaction Survey policy to assure customer
satisfaction, sent by president's office. Provides customer with the
ability to rate level of service. The "SATS" survey impacts bonuses of
all managers giving the customer the ability to impact the level of
service since the "SATS" survey impacts performance bonuses. 2.
Provides a formal review process with meetings being held minimally
twice yearly with primary service manager and account executive in
attendance with representatives from GSA. Documentation shall be
provided covering all account activities including; response time,
repair time, problem description and resolution, all moves, adds and
changes activities and preventive maintenance procedures for all sites.
3. Provides review of future plans regarding future business
application needs and makes recommendations regarding GSA's potential
future use of available and upcoming technologies to advance the
customer's position within the marketplace. 4.Provides one Standard
traffic study per year. For additional information please contact,

acquisition. Evaluation is based on best value including cost and
ability to meet service requirements. Offerors shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
The clause at FAR 52.212-4, Contract terms and Conditions-Commercial
Items, applies to this acquisition. In addition to the guidance
contained in FAR 52.212-4, contractors shall submit proof of delivery
with their invoices. Proof of delivery may be in the form of a bill of
lading or other shipping document signed by the receiving office.
Invoices received without proof of delivery will not be accepted. The
clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, applies to
