requested for each of the primary areas within the MSTE Program:
Weapon System Trade Studies, (WSTS), Precision Fire Control Tracking
(PFCT) and Data Collection. For WSTS, we anticipate approximately 2-3
awards at approximately $2,000,000 each. For PFCT, we anticipate
approximately 3-4 awards at approximately $3,500,000 each. For Data
collection, we anticipate approximately 2 awards at approximately
$2,000,000 each. Most proposal awards are expected O/A 8 Mar 1999.
White papers are being requested for the Weapon Targeting Technologies.
The number of awards will depend on the number of white papers
submitted and the estimated cost contained therein. Offerors are
required to submit an original plus three (3) copies of their proposal
(technical and cost) to AFRL/IFEM, ATTN: Jon Jones, 32 Brooks Road,
Rome NY 13441-4114 by 29 Jan 1999. Technical proposals are limited to
a total page count of seventy-five (75) pages and shall be
double-spaced with a font no smaller than 12 pitch. WEAPON TARGETING
TECHNOLOGIES ONLY: Offerors are required to submit an original plus
three (3) copies of their white paper to AFRL/IFEM, ATTN: Jon Jones, 32
Brooks Road, Rome NY 13441-4114 no sooner than 12 Feb 1999. White
papers are limited to a total page count of ten (10) pages and shall be
double-spaced with a font no smaller than 12 pitch. Each white paper
must be accompanied by a cover letter indicating whether the offeror is
a large, small, women-owned small, or small disadvantaged business, or
Historically Black College, University, or Minority Institution. The
white paper must be formatted as follows: Section A: Title, Period of
Performance, Cost of Task, Name of Company; Section B: Task Objective;
and Section C: Technical Summary. Multiple white papers within the
purview of the Weapon Targeting Technologies area may be submitted by
each offeror. The purpose of the white paper is to preclude unwarranted
effort on the part of an offeror whose proposed work is not of interest
to the Government. Those white papers found to be consistent with the
intent of this BAA may be invited to submit a technical and cost
proposal. Such invitation does not assure that the submitting
organization will be awarded a contract. Complete instructions for
proposal preparation are included at the MTSE Web site or may be
forwarded with the invitation for proposal submission. Evaluation of
proposals will be accomplished using the following criteria: (1)
overall scientific and technical merit, (2) potential contribution and
relevance to this effort, (3) innovativeness of the proposed approach
and/or techniques, (4) offeror's capabilities and related experience,
and (5) cost realism and reasonableness. In addition, the Government
will consider other factors such as past and present performance on
recent Government contracts and the capacity to perform the
requirements of the effort. No further evaluation criteria will be used
in selecting proposals. The technical criteria will also be used to
determine whether white papers submitted areconsistent with the intent
of this BAA and of interest to the Government. Proposals submitted
will be evaluated as they are received. Individual proposal evaluations
will be based on acceptability or unacceptability without regard to
other proposals submitted under this BAA. Options are discouraged and
unpriced options will not be considered for awards. All responsible
sources may submit an offer, which will be considered. A second
unclassified briefing for all interested firms will be held
approximately 6-7 Jan 1999 at a to be determined location in the
Arlington VA area. The exact location, date, time, and agenda, as well
as the 3 Dec 1998 briefing notes, will be posted on the below listed
MSTE Web site by 16 Dec 1998. This briefing will consist of a
modification to the 3 Dec 1998 briefing. It will be modified to only
include major areas of concern discovered in the questions posted on
the MSTE Web site. No further questions will be allowed during this
