COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 7,1998 PSA#2236NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH KAPOS
ASSOCIATES, INC. The General Services Administration intends to
negotiate on a sole source basis with Kapos Associates, Inc. located
Virginia for the CINCPACFLT's, San Diego, CA first readiness
measurements of Effectiveness (MOE) initiative, Anti-Submarine Warfare
(ASW) Measures of Proficiency (ASWPRO), which has recently been
initiated at COMNAVSURPAC and COMSUBPAC. CIMNAVAORPAC installation is
planned for the near future. The PRO performance-based model and PELAM
resource methodology is designed to provide Fleet, Type and Battle
Group Commanders with a technical capability-based representation of
unit, group and force level mission readiness. The aviation ASWPRO
model requires software programming; and a program of life cycle
support is required for all models. The PRO concept is also ready to be
extended to the next warfighting mission area, Strike (STW). Kapos
Associates, Inc. is to provide for ongoing acquisition efforts,
application design and software development projects. Analysts shall be
experienced with the following (1) operations analysts with detailed
understanding of the ASW PROficiency project, (2) the TRMS, ATRIS,
ATEAMS and VIPER databases, (3) CIMCPACFLT missions and operations, as
well a familiarity with key sources of operational warfighting mission
performance data. Software engineers shall be proficient in programming
ACESS 97, Visual Basic, and familiar with IT21 standards and protocols
to develop applications that will be used over the SIPRNET. Experience
requirements include the following: (1) Establish a semi-annual
revalidation of the ASW PRO models using current performance
measurement benchmark data. (2) Articulate the performance of the ASW
PRO models as compared with actual unit performance as shown by the
benchmark data. (3) Focus on identifying new data sources that will
increase model fidelity. (4) New data could either be resident in
existing databases, or could be captured at reasonable cost and effort.
(5) Make recommendations for capturing any such new relevant data. (6)
Develop and articulate model algorithm adjustments such as modifying
resource brick weightings. (7) Update model with concurrence with the
Client Representative. (8) Compile current STW weapons firing data,
instrumented range performance measures, or other sources of data, to
develop appropriate criteria for performance-basing a STRIKE PRO Index.
(9) Develop PROficiency models, PEKAM resource models and measures of
performance of Strike Warfare (STW). (10)Validate models and test
recommendations. (11) Models should blend operational and
inter-deployment training cycle exercise data to produce a STRIKE PRO
Index with the highest fidelity and confidence to depict capability
readiness. (12) Develop automated data collection methodologies to tap
existing or contemplated exercises, modeling and simulation(s) to
provide usable operational data in support of STRIKE PRO models and
measures of performance. (13) Comply with IT-21 standards for hardware
and software. (14) Validate the recently revised CNAL/CNAP Training
and Readiness (T&R) STW matrices with the results of the STRIKE PRO
models. (15)Software code will be compatible with IT-21 standards and
appropriate for use over the SIPRNET by Fleet, Battle Group and Air
Wing Commanders. (16) Develop and execute a POA&M to integrate PRO
applications into TRMS or other appropriate databases. (17) Provide
life cycle support for PRO software applications until such integration
is complete. (18) Program STRIKE PRO applications for aviation and
conduct operational testing and validation. Kapos Associates, Inc. has
proprietary engineering and software data on Fleet Warfare PROficiency
for Naval Strike Warfare. Kapos Associates, Inc. is the only source for
providing updates to the existing resources necessary to respond to
CINCPACFLT implemented systems design change. The proposed action is
for supplies/services for which the government intends to solicit and
negotiate with only one source under the authority of FAR 6.302-1. The
government believes that only one responsible source canprovide the
supplies/services that will satisfy the agency requirements. The
contractor holds the proprietary engineering and software data. This
notice is not a request for competitive quotes but responses received
on or before December 14, 1998, 12:00 pm PST will be evaluated. A
determination by the Contracting Officer not to compete this proposed
action based on responses to this notice is solely within the
discretion of the Contracting Officer. Information received will be
considered solely for the purposes of determining whether to conduct a
