-- THIS SOLICITATION WILL BE FORMATTED AS A TWO (2) PHASE DESIGN-BUILD
REQUEST FOR PROPOSAL. Sources sought to provide the following: a. Base
Item: The work required in the Base Item includes: field investigations
of existing conditions, design and construction of wholehouse repair
and revitalization of 326 housing units including but not limited to
reconfiguration of interiors, revitalization of unit exteriors; and
site improvements consisting of: minor grading and drainage repairs,
replacement of fencing, walkways and patios, installation of
landscaping and irrigation systems, as well as other incidental repairs
and repair of any damages to the site caused by the work of this
contract. b. Option 001: Design and engineer the construction of
Tot-Lots and Recreation areas including landscaping and irrigation, as
well as other incidental repair of any damages to the site caused by
the work of this contract. c. Option 002: Remove trees and design,
engineer and construct secondary entry monuments including landscaping
and irrigation, as well as other incidental repairs and repair of any
damages to the site caused by the work of this contract. d. Option
003: Design, engineer and construct walkway lighting, as well as other
incidental repairs and repair of any damages to the site caused by the
work of this contract. Option 004: Pressure clean 326 sewer laterals,
as well as other incidental repairs and repair of any damages to the
site caused by the work of this contract. The government will award a
contract resulting from this solicitation to the responsible offeror
whose proposal, conforming to the solicitation, will be the "BEST VALUE
CONTINUUM AND TRADE OFF PROCESS" to the Government, considering past
performance, price and technical factors. This procurement will consist
of TWO PHASES. PHASE I -- Proposals may be evaluated based on the
following factors: FACTOR A -- Past Performance; (1) Contractor Past
Performance; (2) Subcontracting Effort; FACTOR B --
Contractor/A-E/Subcontractor Experience and Qualifications. The highest
rated offerors, three (3) to five (5) offerors, but not to exceed five
(5), will then advance to Phase II. The Government will then request
Phase II proposals. Phase II: Qualified proposers will be evaluated on:
FACTOR A -- Past Performance (as previously done in Phase I); FACTOR B
-- Contractor/A-E/Subcontractor Experience and Qualifications (as
previously done in Phase I); FACTOR C -- Technical; (1) Design and
Construction and FACTOR D -- Price. The Government reserves the right
to reject any or all proposals at any time prior to award; to negotiate
with any or all proposers; to award the contract to other than the
offeror submitting the lowest total price; to limit the number of
proposals in the competitive range to the greatest number that will
permit an efficient competition among the most highly rated proposals,
and to award to the Offeror submitting the proposal, determined by the
Government, to be most advantageous to the Government. Offerors are
advised that an award may be made without discussions or any contact
concerning the proposals received. Therefore, proposals should be
submitted initially on the most favorable terms. Proposers should not
assume that they will be contacted or afforded an opportunity to
qualify, discuss, or revise their proposals. The estimated cost is over
$10,000,000.00. This is a firm fixed price contract. The Standard
Industrial Code (SIC) is 1521 and the annual size standard is $17
million. Once the final synopsis is issued, the solicitation will be
available only in the electronic medium and can be downloaded free of
