Forest Service; Klamath, Mendocino, Shasta-Trinity, and Six Rivers
National Forests have a need for four complete Travel Information
Stations which can be licensed to government agencies by the FCC under
Title 47, Sec. 90.242. This is for the supply of equipment only, the
Forest Service will install the stations. The following are minimum
requirements for the Travel Information Stations: (1) The AM
transmitter must have a minimum of 30 Watts, that can be reduced to 10
Watts; (2) The message programmer shall be fully digital with a
battery backup. The recorder shall be able to operate remotely, through
phone lines or locally. The recording time shall be a minimum of 1.4
minutes. The recorder shall be able to store at least 100 messages of
variable lengths and sequence at least 20 messages, which may be
scheduled for varying times; (3) The antenna shall be a choice of
rooftop, yard or isolated style; (4) Also included with the Stations
are the following equipment: (a) prewired groundplate, (b) lightening
and power surge arrester, (c) armored antenna cable, (d) a wattmeter
(to adjust the antenna), (e) one audio cassette recording, 1.5 minutes
long of our message using professional announcers, and (f) all
hardware for installation. Delivery of all four units will be Fob to
the following address: Mendocino National Forest, Attn: Emil Ekman, 825
N. Humboldt Avenue, Willows, CA 95988. This is a combined
synopsis/request for quotations for commercial items prepared in
accordance with the format in Subpart 12.6 of the Federal Acquisition
Regulations, as supplemented by additional information included in this
notice. This announcement constitutes the only request for quotations;
proposals are being requested and a written request for quotation will
not be issued. RFQ-NP-08-99-04, this number must be referenced on all
communications and proposals. The request for quotations document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-08. The Clause 52.212-1, Instructions to
Offerors -- Commercial, applies to this acquisition. Clause 52.212-2,
Evaluation -- Commercial Items and the following evaluation criteria;
1. Technical capability; 2. Price; and, 3. Past performance (including
timely deliveries). These criteria are listed in descending order of
importance. Award may be made based on initial submissions and without
discussions or negotiations with offerors. Award may be made to other
than the low quoter if another proposal is rated more technically
advantageous to the Government. The following clauses are included as
part of this request for quotations; 52.212-3 -- Offeror

Contract Terms and Conditions -- Commercial Items; 52.212-5 -- Contract
Terms and Conditions Required to Implement Statutes, which includes the
following: 52.203-6 -- Restrictions on Subcontractor Sales to the
Government, with Alternate I; 52.203-10 -- Price or Fee Admustment for
Illegal or Improper Activity; 52.222-26 -- Equal Opportunity;
52.222-35 -- Affirmative Action for Special Disabled and Vietnam Era
Veterans; 52.222-36 -- Affirmative Action for Handicapped Workers;
52.222-37 -- Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era; 52.225-3 -- Buy American Act -- Suuplies.
This is a total small business set-aside. The Standard Industrial
Classification is 3663 with a size standard of 750 employees. All
