synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). The Government
intends to purchase the following: Intensified CCD Camera 1 Each The
subject camera shall be in accordance with the following
specifications: 1. 512 x 512 CCD with Gen IV High Resolution Image
Intensifier with built in high voltage and pulse electronics 2. CCD
Array: Thompson 512 pixel by 512 pixels, 19 micron by 19 micron pixel
size, 1.2:1 fiber optic taper, Imaging format (18mm IIT) 12 mm, Full
well capacity 450,000 electrons per pixel, Vertical shift rate of 1.0
microsecond/row 3. Intensifier: 18mm Gen IV high resolution with P43
phosphor 4. Fiber optic CCD to Intensifier coupling5. CCD Cooling
Thermoelectric, both water and air cooling to be built in. Sealed
camera front end requiring no nitrogen flow. CCD cooled to -300C for
air cooled and -350C with water circulation. 6. Intensifier gating: All
high voltage and pulse electronics to be built in to the camera head,
18 mm Gen IV with 10 nanosecond full width at half maximum (FWHM)
gating time standard, micro-channel plate (MCP) bracket pulse operation
standard 7. Timing: TTL level pulse timing, software controlled,
including automated boxcar sequences 8. CCD Readout Noise: < 3
counts RMS at 1MHz, gain setting of 5,10 or 20 electrons/count 9.
Camera Controller: A/D converter 16 bits at 1 MHz readout rate, Model
ST-133 with analog video output (NTSC) 10. Computer Interface: PCI
interface card 11. Optical interface: Nikon F-Mount 12. Cabling: All
interconnect cables between the camera head, camera controller and
government supplied computer. Cable length of controller to computer
shall be 10 meters. 13. On/Off Ratio: MCP bracket pulsing enabled, 1 x
106 visible range, > 1 x 107 UV range; MCP bracket pulsing
disabled, 1 x 106 visible range, > 2 x 104 UV range 14. Quantum
efficiency: GenIV @ 550 nm must be greater than 35% 15. Software:
Software to operate under Windows 95 or N/T, Controls all manufacturers
cameras. Software shall perform the following: Controls timing, read
rate, binning, grouping and shutter of camera, live displays of
multiple images, autoscale and zoom on live data, macroBasic
programming capabilities, toolbox for simple click access to frequently
used functions and macros. The software shall support built-in
multitasking. All hardware and software supplied with this purchase
order shall be Y2K compliant. The provisions and clauses in the RFQ are
those in effect through FAC 97-04. The SIC code for this procurement is
3861. All qualified responsible business sources may submit a quotation
which shall be considered by the agency. Delivery to NASA Lewis
Research Center is required within 60 days ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above may be mailed or faxed to the
identified point of contact [or bid distribution office, by the
date/time specified and include, solicitation number, FOB destination
to this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to
submit a quotation. Quoters shall provide the information required by
FAR 52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference. Questions regarding this
acquisition must be submitted in writing no later than 12-11-98.
Quotations are due by 12-21-98 at 4:30pm EST. Selection and award will
be made to the lowest priced, technically acceptable quoter. Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement. Quoters must provide copies
of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
copy of this combination synopsis/solicitation and amendments (if any).
