NASA/GSFC plans to issue a Request for Quotation (RFQ)820-93849-709 for SOFTWARE AND MAINTENANCE SUPPORT OF Item 1 -- 5 each, Tornado Developer seats for Intel X86 Processors, Item 2 -- 5 each, Tornado Maintenance Support for Item 1, Item 3 -- 1 each, Windview Diagnostic Tool, Item 4 -- 1 each, Windview Maintenance Support for Item 3, Item 5 -- 1 each, VXVMI Virtual Memory Interface Tool, Item 6 -- 1 each, VXVMI Maintenance Support for Item 5. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Wind River Systems, Inc., 13450 Farmcrest Court #628, Herndon, VA 20171. This software is mission critical for the Ultra Long Duration Balloon (ULDB) Development Project. This software provides the real-time operating system for the main flight computer. VXWORKS is only available direct from Wind River, Inc. Delivery is requested on or before January 9, 1999, and Wind River Inc.the only manufacturer available to meet the project schedule and provide supplies by deadline. Therefore, it is recommended the software be purchased only from Wind River, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
