ZENICA STEEL WORKS REHABILITATION AND MODERNIZATION FEASIBILITY STUDY

invites submissions of qualifications from interested U.S. firms which
are qualified on the basis of experience and capability to potentially
develop a feasibility study for the rehabilitation and modernization of
Zenica Steel Works (ZSW). This submission of qualifications will serve
as an expression of interest to pre-qualify U.S. companies for
inclusion in an anticipated competition for performance of a
feasibility study of an estimated range between $300,000 and $500,000
(TDA reserves the right to increase of decrease the amount of the
study; the exact amount is yet undetermined). TDA's intends to support
a feasibility study which will be implemented. As a result, TDA seeks
expressions of interests from U.S. company which have specific
experience m implementing projects of this type. ZSW, an integrated
steel making facility, was the largest and most successful enterprise
in pre-war Bosnia. Though severely damaged during the conflict, ZSW
offers significant potential opportunities for U.S. firms, because the
Kuwaiti Investment Agency (KIA) is planning a multi-million dollar
equity investment in the facilities. Much of this capital will be
dedicated toward rehabilitation and modernization of equipment and
processes associated with ZSW's most profitable product lines. ZSW has
requested TDA's assistance with pre-project planning activities,
specifically a comprehensive feasibility study. TDA has recently sent
a definitional mission to evaluate potential opportunities for TDA
support and long-term U.S. commercial involvement. ZSW will likely seek
an investor or partner with experience in steel production for
international sale. The selected contractor will be expected to
complete an operating cost estimate; a capital cost estimate for the
repairs and modernization of equipment; an environmental assessment; a
financial evaluation to calculate internal rate of return; a technical
solution; a detailed market study; and, an analysis of the future
corporate structures of ZSW. As a result of a competition to be
conducted after bids are solicited, the U.S. firm selected would be
paid from funds from a yet undetermined grant to the Grantee from TDA..
A detailed Request for Proposals (RFP), which includes requirements for
the Proposal, the Terms of Reference, and a background definitional
mission report will be available from TDA upon future notice, at 1621
N. Kent Streets Suite 300, Arlington, VA 22209-2131. This notice is
simply an effort to solicit expressions of interest. Interested U.S.
firms should submit their expressions of interest and a brief statement
of qualifications of the proposed firm(s) (no more than three pages
total) to TDA at the above address by December 21, 1998. Posted
